CALL TO ORDER
Chair Lawand Muhsen called the meeting to order at 7:03pm
PUBLIC PARTICIPATION
A. The Junior City Council Meeting scheduled for Wednesday, December 10, 2025, at 7:00
p.m. will be held in person and virtually.

Mertens, Mikaela Pedraja and Erica Rios.
Staff: Keisha Taylor.
Absent: Caleb Choi, Oliver Nguyen and Joey Rush.

A. The public can participate in -person or submit written comments in advance.
Participants can submit written comments via mail, fax, or email. All written comments
must be received prior to 5:00 p.m. on the day before the scheduled meeting and must be
350 words or less.

If an individual requires accommodation to allow for remote oral comment because of a
difficulty attending a meeting of the governing body, the City requests notice of the need

ANNOUNCEMENTS, REPORTS, AND PRESENTATIONS
A. Administrative Updates
Chair Muhsen read Administrative Updates.
B. December 17th, 2025 - Mayor's Holiday Open House. Please join the
Mayor for food, festivities, and fun.
C. December 24th, 2025 - No Junior Council Meeting
DISCUSSION ITEMS
A. 2026 Work Plan
Vote and decide who will be on which subcommittee.
Subcommittee assignments will be determined at the next meeting.
B. NLC Congressional Conference
It will occur from mid -March, around the 14th to 17th. Dates not yet finalized
with NLC, subject to change. Up to 4 seniors can attend, do not apply if you
are not sure you can attend.
Discussion about who will attend NLC in March will continue at next meeting.
ACTION ITEMS
APPROVAL OF MINUTES
A. Approve Minutes from November 12, 2025, Junior Council Meeting.
Chair Muhsen moved to approve the November 12, 2025, meeting minutes; Vice -Chair
Sanotos second motion passed.
ADJOURNMENT
Chair Muhnse adjourned the meeting at 7:43p.
