CALL TO ORDER
Chair Anderson called the meeting to order at 9:03am.
ROLL CALL
Committee member(s) present in person included: Grantley Martelly, Judith "Judy"
Anderson, Trevon Cooper, and Lisa Stirgus. Committee member(s) present via Zoom
included: George Frasier.
Staff members present in person included: Director of HR & Risk Management, Candis
Martinson, Assistant Director of HR, Aaron Barber, HR Court Coordinator, Haley
Chuculate, HR Administrative Assistant, Samantha Norman, and City Attorney, Jason
Whalen.
PUBLIC PARTICIPATION
There was no public participation.
AGENDA MODIFICATIONS
There were no agenda modifications.

There was no audience participation.
APPROVAL OF MINUTES
A. April 26, 2024, Meeting Minutes
Anderson asked if there was any discussion on the April 26th, 2024,
Independent Salary Commission meeting minutes. Having no questions or a
need for a discussion, the motion to approve the April 26th, 2024, meeting
minutes was approved after a motion by Martelly, and seconded by Stirgus. It
was voted and approved unanimously 5:0.
ACTION ITEMS
A. Review and Vote - Mayor's Salary
There was discussion and comments made by all the commissioners in

attendance after reviewing the survey information provided by Human
Resources. Following further discussion, Anderson called for a motion
regarding the Mayor's salary. Martelly moved to maintain the current salary,
and Cooper seconded the motion. The initial vote was tied at 2:2. Anderson
then cast a vote in favor, resulting in the motion passing with a 3:2 majority.
B. Review and Vote - Councilmember's Salaries
There was discussion and comments made by all the commissioners in
attendance after reviewing the survey information provided by Human
Resources. Stirgus abstained from voting due to her current council application
status. After discussion, Anderson called for a motion to approve an increase
to the current councilmember's salary to raise the monthly salary to one
thousand eight hundred dollars ($1,800.00). It was moved by Cooper and
seconded by Martelly. It was voted and approved 4:0 with 1 abstention.
C. Adoption of Independent Salary Commission Rules and Procedures
Anderson requested a motion to approve the adoption of Independent Salary
Commission Rules and Procedures. After discussion, Martelly moved to
approve the rules and procedures as amended in Section 4.3.1 bullet point
three to read, "It is located within a 50-mile radius of the City of Auburn City
Hall". It was seconded by Cooper. It was voted and approved unanimously 5:0.
SCHEDULING OF NEXT MEETING
It was determined that the Commission will meet again on Friday, April 17th, 2026, at
9:00am PST.
ADJOURNMENT
There being no further business, the meeting was adjourned at 10:13am by Anderson.
