Issuance Date: March 12, 2026. Project Proponent: City of Auburn. Lead Agency: City of Auburn, Washington. Agency File No.: SE P26-0004, ZOA26-0003. Location of Proposal: Downtown Urban Center. Description of Proposal: Adoption of the 2024 Downtown Subarea Plan Update FEIS. This adoption uses the existing FEIS to meet SEPA non-pro- ject action responsibilities required for the adoption of the development regula- tion update (text amendment) The pur- pose of the development regulations is to implement the goals, policies, and strategies identified in the 2024 Down- town Subarea Plan, including zoning concepts and growth targets. Title of document being adopted: 2024 Down- town Subarea Plan Update and Planned Action Final Environmental Impact Statement Date adopted document was prepared: January 22, 2025. FEIS Issuance Date: January 22, 2025. FEIS Description: An environmental impact statement (EIS) is required under RCW 43.21C.030(2)(c) and was prepared. The following impacts were identified and discussed in the FEIS, land use, hous- ing, and transportation. The City of Auburn has determined that this proposal is likely to have a significant adverse impact on the envi- ronment We have identified and ❑dapted this document as being appro- priate for this proposal after indepen- dent review. The FEIS meets our envi- ronmental review needs for the current proposal and will accompany the pro- posal to the decision maker in lieu of preparation of a separate Environmen- tal Impact Statement (EIS) Appeal and Noticing: This Notice of Adoption is issued under WAC 197-11- 630(3)(a) therefore the general EIS preparation process does not apply No comment period applies but there will be no agency action for seven days of date of this notice. Appeals shall be com- menced in accordance with ACC 16.06.220 "Environmental appeals", ACC 16.06.230 "Time limitation on appeals", and ACC 16.06.240 "Fee to accompany notice of appeal".
