MINUTES
CALL TO ORDER
Chair Anderson called the meeting to order at 1:08pm.
ROLL CALL
No committee member(s) were present in person. Committee member(s) present via
Zoom included: Grantley Martelly, Judith “Judy” Anderson, and Trevon Cooper.
Committee member(s) absent included: George Frasier.
Staff members present in person included: Director of HR & Risk Management, Candis
Martinson; Assistant Director of HR, Aaron Barber; HR Court Coordinator, Haley
Chuculate; HR Administrative Assistant, Samantha Norman; and City Attorney, Jason
Whalen.
PUBLIC PARTICIPATION
The Independent Salary Commission Meeting was held both in person and virtually.
AUDIENCE PARTICIPATION
Written Comment:
The Independent Salary Commission received written comments from Fathi Fallak,
which were forwarded to the commission prior to the meeting.
APPROVAL OF MINUTES
A. Minutes from the April 11, 2025, Meeting
Chair Anderson asked if there was any discussion on the April 11th, 2025,
Independent Salary Commission meeting minutes. Having no questions or a
need for a discussion, Commissioner Martelly moved and Commissioner
Cooper seconded to approve the April 11th, 2025, meeting minutes. It was
voted and approved unanimously 3:0.
ACTION ITEMS
A. Review and Vote - Deputy Mayor's Salary
There was discussion and comments made by all the commissioners in

attendance after reviewing the survey information provided by Human
Resources. Following further discussion, Chair Anderson called for a motion
regarding the Deputy Mayor's salary. Commissioner Martelly moved and
Commissioner Cooper seconded to apply the same percentage increase that
was granted to the councilmembers, increasing the Deputy Mayor’s salary by
seven point nine six seven percent (7.967%), for a total salary of two thousand
four hundred dollars ($2,400.00) per month. It was voted and approved
unanimously 3:0.
ADJOURNMENT
There being no further business, the meeting was adjourned at 1:27 pm by Anderson.
