Examiner Terry Mendoza was also present on the Zoom call and in person (City Hall, Conference Room 3). Chair David Menke was excused. PUBLIC PARTICIPATION No member from the public was present on the call or in person. AGENDA MODIFICATIONS There were no agenda modifications. PUBLIC COMMENT No correspondence or comment was received from the public for this meeting. APPROVAL OF MINUTES A. Approval of the November 12, 2025, Civil Service Commission Meeting Minutes Motion by Member Boatman to approve the minutes as published. Second by Chair Pro Tem Boyd. MOTION PASSED UNANIMOUSLY. 2-0 ACTION ITEMS A. Approval of the Animal Control Officer Eligibility List Motion by Member Boatman to approve the eligibility list dated January 9, 2026. Second by Chair Pro Tem Boyd. MOTION PASSED UNANIMOUSLY. 2-0 NEW BUSINESS A. Election of Chair and Chair Pro Tem for 2026 Chair Pro Tem Boyd nominated John Boatman for the 2026 Chair position. Member Boatman accepted. MOTION PASSED UNANIMOUSLY. 2-0 The nomination of the 2026 Chair Pro Tem position has been moved to the March Commission meeting. PUBLIC PARTICIPATION The meeting was held in person and virtually. There were no members of the public on the Zoom call and no one came in person. ROLL CALL Present on the Zoom call were Chair John Boatman, member David Boyd, HR Coordinator Chardae Gillespie, Police Chief Mark Caillier. Civil Service Examiner Terry Mendoza was present on the Zoom call and in person (City Hall, Conference Room 3), along with HR Manager Melissa Medisch. Chair David Menke was excused. PUBLIC COMMENT No one came forward to speak. ACTION ITEMS A. Approval of the extension of the Police Sergeant Promotional Eligibility List It was moved by Chair John Boatman, seconded by Board Member David Boyd, that the Police Sergeant Promotional Eligibility list be extended for six months, to now expire on September 27, 2026. Motion carried unanimously, 2-0. ADJOURNMENT There being no further business to come before the Board/Committee/Commission, the meeting was adjourned at 11:04am. APPROVED this 14th day of April 2026.
