MINUTES
Deputy Mayor Tracy Taylor called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street.
PUBLIC PARTICIPATION
The Study Session Meeting was held in person and virtually.
ROLL CALL
Councilmembers present: Deputy Mayor Tracy Taylor, Hanan Amer, Lisa Stirgus, Brian
Lott, Cheryl Rakes, and Clinton Taylor. Councilmember Kate Baldwin was excused.
Mayor Nancy Backus and the following staff members present included: City Attorney
Jason Whalen, Assistant Chief of Police Samuel Betz, Chief of Police Mark Caillier,
Director of Public Works Ingrid Gaub, Police Wellness Program Designer Angel
Ogando, Emergency Manager Matthew Colpitts, Human Services Manager Jody
Davison, and City Clerk Shawn Campbell.
AGENDA MODIFICATIONS
There were no modifications to the agenda.
ANNOUNCEMENTS, REPORTS, AND PRESENTATIONS
A. Port of Seattle — Sustainable Sea Tac Airport Master Plan Near Term Projects
(Laub) (20 Minutes)
Dave Capland with the Port of Seattle provided Council with an overview of the
Sustainable Sea Tac Airport Master Plan (SAMP) including a background of
the growth of the airport facility, regional growth and forecasted growth at SEA
Airport, an overview of the SAMP, project milestones, environmental review,
SEPA process and overview, public comment period, outreach and
engagement, and next steps in the project.
Council discussed the in -person public meetings, locations of public meetings,
and roadway improvements.
MUNICIPAL SERVICES DISCUSSION ITEMS
A. Police Department Wellness Program Update (Caillier) (20 Minutes)
Councilmember Stirgus, Chair of the Municipal Services Special Focus Area,
chaired this portion of the meeting.
Police Wellness Program Designer Ogando and Chief Caillier provided Council
with an update on the Police Department Wellness Program, including average
traumatic events in the average lifetime of a Law Enforcement (LE) Officer,
average lifespan of an LE officer, the current Wellness Program, wellness grant
awards, overview of the Peer Team, Fitness Coaches, Chaplains, Mental
Health Professionals, Equity Engament Liason, Employee and Families
services, the impact of the Wellness Program for officers, and the nonprofit that
supports the Auburn LE community.
Council discussed officers volunteering, family support, proposed additions to
the program, neighboring jurisdiction wellness programs, and officer
engagement.
B. December 2025 Flooding After Action Review (Colpitts) (30 Minutes)
Manager Colpitts provided Council with the December 2025 Flooding After
Action Review, including an overview of the 2025 Flooding event, the response
from the City staff and partners, debriefing from the event, the Presidential
Declaration for the event, disaster recovery assistance, key strengths from the
event, learning opportunities from the event, staff recommendations, and what
went well and did not go well overall. He also discussed the additional
resources and support needed before another event.
Council discussed public perception of the event, current readiness, FEMA
reimbursement, insurance coverage, flood mapping, collaboration amongst
neighboring jurisdictions, and the recovery process with City Departments and
the business community.
AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Resolution No. 5894 (Davison) (20 Minutes)
A Resolution adopting the 2026 Community Development Block Grant Annual
Action Plan for the Consolidated Plan Years 2025-2029
Acting Director Davison provided Council with an overview of Resolution No.
5894, including what the Annual Action Plan is, the difference between General
Fund funding and CDBG Funds, the 2026 funding allotment, stakeholder
engagements, public input for the 2025-2029 Consolidated Plan, eligible
projects, and proposed projects for 2026.
Council discussed increased numbers of elderly homeless in the shelter, grant
funding, mental health concerns, long-term solutions, and the ability for
continuing care.
COUNCIL REPORTS
Deputy Mayor Tracy Taylor, Councilmember Amer, and Councilmember Stirgus
provided reports.
