MINUTES
Deputy Mayor Tracy Taylor called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street.
PUBLIC PARTICIPATION
The Study Session Meeting was held in person and virtually.
ROLL CALL
Councilmembers present: Deputy Mayor Tracy Taylor, Hanan Amer, Kate Baldwin,
Brian Lott, Cheryl Rakes, Lisa Stirgus, and Clinton Taylor.
The following staff members present included: City Attorney Jason Whalen, Chief of
Police Mark Caillier, Assistant Chief of Police Samuel Betz, Director of Public Works
Ingrid Gaub, Assistant Director of Public Works Jacob Sweeting, Director of Parks, Arts,
and Recreation Julie Krueger, Human Resources and Risk Managment Director Candis
Martinson, and City Clerk Shawn Campbell.
AGENDA MODIFICATIONS
The agenda was modified to add an introduction of Scott MacColl, the City of Auburn's
new Chief Administrative Officer.
ANNOUNCEMENTS, REPORTS, AND PRESENTATIONS
A. Introduction of Scott MacColl, City of Auburn Chief Administrative Officer
Mayor Backus introduced Scott MacColl, the City of Auburn's first Chief
Administrative Officer (CAO). CAO MacColl introduced himself to Council and
gave a brief history of his background.
B. Municipal Court Judge Candidate Presentation
Judge Sara Watson provided Council with a presentation on her professional
background, judicial philosophy, building community trust, vision for Auburn
Municipal Court, and measuring the success of the Auburn Municipal Court.
Council discussed judicial training, and anti -bias training for Court staff.
C. Flock Camera Audit Presentation (Whalen/Caillier) (20 Minutes)
City Attorney Whalen, Chief Caillier, and Sheerica Ware Wilkins from Flock
provided Council with a presentation on the Flock Camera Audit, including
SB6002 regarding independent auditor, Flock Data definition, public records
limitations, and agency requirements. They also discussed Flock requirements,
data owner, privacy requirements, License Plate Reader (LPR) Transparency
Portal, Community Safety bumpers, customer data, overview of the Flock
system of SB 6002, 4th Amendment rights, data privacy requirements, and
bipartisan support.
Council discussed measurable data from Auburn, Flock deleted data, a third
party audit, the error rate for Flock cameras, an independent audit, the annual
audit of the Attorney General's Office, an internal departmental audit, Schmidt
v. City of Norfolk (US District Court case), tracking people, no facial
recognition, voice recognition, gunshot detections, City of Auburn LPR's, speed
cameras, toll lane cameras, license plate numbers connected to individuals,
privately owned LPR cameras, and the ability for Council to request information
Deputy Mayor Taylor recessed the meeting for 5 minutes at 7:15 p.m.
Deputy Mayor Taylor reconvened the meeting at 7:20 p.m.
D. Review Draft Supplement to the Automated Traffic Safety Camera 2025
Program Expansion Study and Program Overview (Laub) (15 Minutes)
Director Gaub and Assistant Director Sweeting provided Council with an
overview of the Draft Supplement to the Automated Traffic Safety Camera
2025 Program Expansion Study Program, including a background of the 2025
Safety Action Plan, Speed Camera Study Supplement, Equity Analysis,
impacts to drives as a financial burden, impacts on business, need for speed
reduction on Auburn Way South, alternatives to cameras, education, PSRC
Regional Safety Action Plan and a Tribal Supplement, review of the current
situation, and the proposed next steps.
Council discussed the source for data on death per ethnicity within the report,
previous school zone speed camera, and average daily traffic patterns.
AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Ordinance No. 7029 (Whalen/Caillier/Krueger) (20 Minutes)
An Ordinance relating to electric -assisted bicycles and electric motorcycles,
amending Section 10.56.010 of the Auburn City Code, and adding a new
Chapter 10.57 to the Auburn City Code
City Attorney Whalen, Chief Caillier, and Director Krueger provided Council
with an overview of Ordinance No. 7029, including updating the definitions,
prohibited actions, infractions, penalties, and parent and guardian
accountability.
Council discussed guardian accountability, allowing these vehicles for
commuting, the definition of an e-motorcycle, discretion for fines, helmet
requirements, and a -bikes not allowed in parks.
COUNCIL REPORTS
Deputy Mayor Tracy Taylor and Councilmember Baldwin provided reports.
ADJOURNMENT
There being no further business to come before the Council, the meeting was
