MINUTES
1. CALL TO ORDER
Chair Jim Kelly called the meeting to order at 10:00 a.m. in the Council
Conference Room located at Auburn City Hall, 25 West Main Street in Auburn.
Chair Kelly and the following Board members were present: Chair Pro Tern Bud
Larson (member at large), Member Lynn Norman and Member Bill Petersen.
Member Virginia Haugen was excused. Also present were Board Attorney
Joseph Beck and Deputy City Clerk Cathy Richardson.
II. APPROVAL OF MINUTES
A. Minutes of the March 6 2008 LEOFF Board Meeting
Motion by Member Peterson, second by Member Norman to approve the
March 6, 2008 minutes as distributed.
MOTION CARRIED. 4-0.
III. UNFINISHED BUSINESS
There was no unfinished business.
IV. NEW BUSINESS
A. Disability Leave/Retirement Applications
No new application for disability leave/retirement was received.
B. Appeals/Requests for Reconsideration
No request for reconsideration was received.
C. Medical/Hearinq/Vision Claims
1. Ed Henderson
a. Request for reimbursement of dental expenses in the
amount of $380.00. Mr. Henderson has not received
reimbursement for dental expenses in 2008.
Motion by Chair Pro Tern Larson, second by Member
Petersen to approve the claim in the amount of $380.00.
MOTION CARRIED. 4-0.

Motion by Member Petersen, second by Chair Pro Tern
Larson to approve the claim in the amount of $189.18.

$140.00.

3. Marion Dukes
Request for reimbursement of vision expenses in the amount of
$195.00. Mr. Dukes has not received reimbursement for vision
expenses in the last year.
Motion by Chair Pro Tern Larson, second by Member Petersen to
approve the claim in the amount of $195.00.
MOTION CARRIED. 4-0.
D. Correspondence
No correspondence was received.
E. Policy and Procedure Manual Review
Chair Kelly referred to Section 10.01 which provides for a biennial review
of the LEOFF Board Policies and Procedures in order to remain in
conformance with Washington Statutory and Administrative Codes and to
ensure that the dollar amounts specified in schedules of benefits reflect
current average charges in the local area and the provisions reflect the
current philosophy and intent of the Board.

In response to questions from Member Petersen, Chair Kelly indicated
that Board Secretary Danielle Daskam provided a regional area
comparison of vision expenses for Board review. The Board endeavors to
adjust other benefits to reflect current costs for services.
Based on vision claims received for 2007, Chair Pro Tern Larson
suggested that the Board consider increasing the eyeglass lenses and
frames benefits from $225.00 to $250.00.
With consensus of the Board, Chair Kelly reviewed the following policy
sections and suggested the Board consider adoption at the upcoming
LEOFF Board meeting.
Page 12, Section 3.09 - Physicians Report
Chair Kelly referred to the third sentence regarding "withholding of payroll
checks". Chair Kelly pointed out that this section was last revised in 1994
and inquired regarding the Board's authority related to cessation of
disability checks.
Board Attorney Beck explained that this section would only be effective in
the event there were no other payroll due except via disability leave. If an
individual was not validly entitled to disability leave, it would be
appropriate for the Board to communicate non-compliance and to make
the recommendation to the City to withhold the payroll check. It may be
appropriate to revise the language to "report" rather than "withhold".
Chair Kelly requested that Board Attorney Beck review Section 3.09 and
prepare draft language to reflect those changes.
Member Petersen suggested that the language should include reporting to
the Valley Regional Fire Authority (VRFA) as well as the City of Auburn.
Board Attorney Beck stated that he would conduct a comprehensive
review of the entire policy to include the VRFA where appropriate.
Page 25, Section 8.02(D)(1) through (6) - Dental Expenses
Chair Kelly requested that policy amendments adopted November 7, 2006
be incorporated when the updated Policy and Procedure Manual as
approved by the Board.
Page 28. Section 8.03(B) - Medical Services - Defined
Chair Kelly referred to the last paragraph of Section 8.03(8) beginning on
page 27 regarding "Naturopathic and Alternative Medicine". Although the

comfortable leaving the maximum allowance at $750.00. Additional
expenses over $750.00 could be considered on a case by case basis.

Page 31, Section 9.01(1) - Medical Claim Procedure
Chair Kelly referred to the first sentence and suggested that it should be
changed to read: All claims, except prescription claims and Social
Security Medicare Part B claims, shall be submitted to the Board within
ninety (90) days of date processed/paid by the insurance documentation.
These claims are handled in the same manner as prescription claims and
the policy should reflect that exception as well.

Chief Kelly suggested striking the second sentence of Item J in its
entirety.

Page 31, Section 9.01(M)
Chair Kelly suggested Board Members review the maximum allowable
benefit under this item and bring back any changes at the upcoming
LEOFF Board meeting.
Page 32, Section 9.02(C) and (D)
Chair Kelly and Board Members reviewed the vision cost survey and
recommended changing the following benefits:
Item C.1 - Increase from $225.00 to $250.00.
Item C.2 - Increase from $225.00 to $250.00
Item C.3 - To remain at "not to exceed" $250.00
Item D - Increase from $725.00 to $1,000.00
Board Members concurred.
Page 33, Section 9.03 - Medical Claims for Hearing Aids
Chair Kelly stated that he is comfortable with costs charged by
Price/Costco, the LEOFF Board designated hearing aid provider.
Member Petersen shared problems he has encountered with Price/Costco
and stated that Dr. Nancy Johnson's office will match. prices charged by
Price/Costco and they offer excellent customer service.

Board Members concurred that no changes will be made to Section 9.03.
Page 34, Section 9.05(A)(1) - Home Health Care Reimbursement
Chair Kelly noted that the form mentioned under this section, "Medical
Request for Home Health Care", should be included in the Policies and
Procedures manual.
Board Members concurred.
Discussion followed regarding home and long term care coverage.
There was concurrence from the Board that the proposed policy and
procedure changes are to be brought forward to the May 2008 LEOFF
Board meeting together with the comprehensive review by Board Attorney
Beck related to the VRFA.
F. Other Discussion
Chair Kelly reported that the Washington State LEOFF Education
Association 2008 Conference will be held May 6-9, 2008 at Port Angeles.
Chair Kelly invited those wishing to attend to contact Board Secretary
Daskam.
Member Petersen offered to provide a copy of the policy comparison
provided at the 2007 LEOFF conference to Board Secretary Daskam for
distribution to Board members.
V. ADJOURNMENT
There being no further business to come before the Board, the meeting
adjourned at 2:43 p.m.
