The expressed purpose of our program is to create and maintain safe and friendly neighborhoods that keep Auburn a great place to live and raise children. Your willingness to help coordinate one of our neighborhood grants is an important part of this initiative. This Memorandum of Understanding formalizes our relationship and clarifies our respective roles. By accepting this appropriation of grant funds, you and your representative neighborhood group(s) agree to comply with the goals, objectives, rules and guidelines stipulated in this Memorandum of Understanding. Based on information in the grant application and discussions with City staff, we mutually agree to the following: 1. Project Title: 2. Project Coordinator 3. Description of the Project: ACAP Service Expansion Largo Wales 1102 J Street SE Auburn, WA 98002 253-939-0870 Program enhancement of service to under-served, low-income children of the Auburn community. Increase subsidies for access to off-set decreasing DSHS subsidies of childcare. To include: food, art/crafts supplies, school preparation and readiness targets in conjuction with Auburn School District. 4. Term of the Project: Start Date: July 15, 2008 End Date: September 15, 2008 5. Neighborhood Served: Auburn city-limits 6. Grant Award: $10.000 AUBURN *MORE THAN YOU IMAGINED Match Requirements: The recipient Neighborhood Improvement Group will match the grant award with an equal or greater amount. Contributions may include volunteer time spent implementing the project. Volunteer time is valued by the City at a rate of $10 per hour. Volunteer time can not include time spent fundraising or time spent planning the project prior to the start date of the grant. Volunteer time must be recorded on attendance sheets provided by the City and signed to certify accuracy by each volunteer on the sheet. Financial Administration: (a) The City has allocated $10,000 in its Neighborhood Program Annual Budget to complete this project. In addition, the designated Neighborhood Group agrees to match the award with an equal or greater amount of in-kind goods, services and cash donations. Attached is a copy of the project's budget. (b) Neighborhood Program funds allocated to this project must be used solely and strictly to complete the project and the activities or services directly generated or associated with the project. (c) The Project Coordinator, or person designated by the Project Coordinator, will prepare and submit to the City a "purchase order requisition". Planning Department staff will review the requisition to make sure it is complete and in proper form. Once the Purchase Order Requisition is approved, a City purchase order will be sent to the vendor stipulated on the "purchase order requisition". (d) The grant requires a match of an equal or greater amount match of the award. The match must be reported on "in-kind" vouchers provided by the City. Duties of the Project Coordinator: (a) During the course of the project, the Project Coordinator will make every effort reasonable and feasible to invite the residents twelve years of age and older to participate in the project. Residents should be construed to mean individuals, households or businesses that are within the boundaries of the target neighborhood. (b) The Project Coordinator will organize at least three, well-publicized meetings that are open to all residents of the neighborhood -- one meeting prior to the project, one meeting during the implementation of the project, and one meeting at the end of the project. Notice of the meetings should be posted in appropriate public places and/or distributed to residents by flyers that describe the time, date location and purpose of the meeting. (c) Project Coordinator will solicit quotes, if applicable, and prepare the necessary purchase order requisitions. The Project Coordinator will also gather and document the necessary match of in-kind goods, services and/or donations. The Project Coordinator will supervise and monitor the acquisition of goods and services related to the project. (d) Project Coordinator will maintain and submit at the end of the project a portfolio that describes the project and its accomplishments. The project portfolio will include time sheets of all the volunteers who helped complete the project and periodic progress reports. These documents will be prepared with help and cooperation from the participants engaged in the group or project. AUBURN -?' MORE THAN YOU IMAGINED By accepting this Neighborhood Matching Grant, the Project Coordinator and their corresponding Neighborhood Improvement Group agree to the comply with the above conditions.
