HomeMy WebLinkAboutIV-B Shoreline Master ProgramCITY OF ~ Memorandum * WASHINGTON T0: Planning and Community Development Committee FROM: Kelly McLain Aardal, Environmental Protection Manager DATE: January 7, 2009 SUBJECT: Shoreline Master Program Update Status Briefing On June 2, 2008, the Auburn City Council passed Ordinance No. 6095 adopting an updated Shoreline Master Program and approving revisions to Chapter 16.08 of the Auburn City Code. Per Section 5 of the Ordinance, it is effective upon approval by the Washington Department of Ecology (Ecology} of the City's updated Program. Subsequent to the City Council's passage of Ordinance No. 6095, City staff attempted to coordinate Ecology's completion of its review and approval process of the updated Shoreline Master Program. Ecology's review and approval process was delayed as a result of agency staffing resource issues. In late November 2008, a new Ecology staff person was assigned to the City of Auburn. On December 30, 2008, planning staff supported the City's project consultant met with the Ecology staff person to discuss needed tasks and timelines to complete Ecology's review and approval. The City of Auburn previously received grant funding to assist it in updating its Shoreline Management Program. This grant funding will expire on June 30, 2009. Ecology has a multi- step review and approval process that requires public noticing and comment. Ecology has not initiated this review effort at present for the City's submitted Program update; however, the Ecology staff person has agreed to establish a work plan with the City of Auburn that will complete all major tasks prior to June 30t" and will reflect required City and Ecology actions and approvals. The Ecology staff person has completed an initial review of the City's updated Program and supporting documents. Based on his feedback at the December 30t" meeting, staff anticipates that there may be some changes to the Program update adopted as part of Ordinance No. 6095. The Ecology staff person is currently compiling a formal list of comments. Staff will brief the Committee on these comments at a future regular meeting once they become available. Staff is currently preparing cone-page white paper on the City's updated Shoreline Master Program and its expected effects on Auburn citizens that will be transmitted as a read ahead document by no later than Friday, January 9, 2009. cc: Chris Andersen, Senior Planner
