HomeMy WebLinkAboutIV.A Healthcare District Overlay Memorandum TO Planning and Community Development Committee FROM: Department of Planning, Building and Community RE: Healthcare District Overlay DATE: February 17, 2009 Background At the January 12, 2009 Planning and Community Development Committee (PCDC) meeting there was discussion about the healthcare district overlay (HDO) including proposed zoning code text amendments and incentives, the City of Seattle residential parking program, and job development and growth in the proposed HDO area. Staff has subsequently done additional analysis and would like to revisit the items listed below. Staff also worked with Public Works regarding the neighborhood meeting. Additional modification to the proposed zoning code text amendments for the overlay have been placed on hold pending discussion at the February 23, 2009 PCDC meeting. Discussion Staff is looking for feedback from the Committee on the following four items. As a result of new analysis of visioning this area out to 2040 and taking a long term look at potential redevelopment the goal is to obtain further clarification on several components of the HDO. 1. Further Discussion of Historic Area Background Information o A. The area only contains one home that is officially listed in the Washington Heritage Register and the National Register of Historic Places, while others have been inventoried for historic significance. These homes are notable due to their architectural character and style that the Committee has expressed an interest in maintaining. Staff reexamined the proposed “historic area” and proposes a revision to the o name and another option for the boundary. The intent of specifically calling out a significant area/notable block of single-family homes for conservation in the HDO is to include additional zoning provisions for this specific area. Proposed significant area boundary Option 1 has been discussed previously. Boundary Option 2, which has not been discussed, is a smaller area that focuses on homes with the most notable architectural features (see attached map entitled “Proposed Healthcare District Overlay February 23, 2009”). 2. Further Discussion of Permitted Uses The overlay is a tool that expands zoning allowances for healthcare uses and o allows implementation of flexible standards in a specific area of the city. As written now, all uses permitted under the underlying RO (Residential Office) designation such as a law office would still be allowed as a permitted use. The law office is listed in the zoning code as a “professional office”. For example, if this office plans to convert an existing single-family home into the business then existing city code (and any amendments related to residential conversions) would apply. As the office is not a healthcare use, it would not be permitted to take advantage of certain features of the overlay code amendments such as flexible parking standards. 3. Further Discussion of Goals of the HDO While revisiting the size and scope of the historic area and specific uses (small o vs. large-scale healthcare) it is important to revisit the goals of the HDO. Background information o A. Expansion of the hospital is limited to areas going north and east. B. This area is subject to a height limitation of 75’ due to its proximity to the Auburn Municipal Airport. Staff discussed internally what are the goals of the HDO: o C. To preserve the entire single-family neighborhood and allow small-scale offices to locate as currently proposed? D. To preserve only the “significant/notable area” and allow the remaining properties to redevelop and potentially into taller buildings such as the Merritt Building or possible expansion of the hospital? 4. Further Discussion of Neighborhood Meeting The draft informational meeting notice and map are attached and contain a list of o questions that staff would be looking for feedback on from the public. stndth Possible meeting dates of April 1, 2, or 8. o Format of the neighborhood meeting. o Questions for the Planning & Community Development Committee Based on the discussion points above staff would like the following answered by the Committee: 1. Is the Committee okay with allowing non-healthcare uses (e.g. attorney, CPA) to locate within the Residential Office (RO) zoned portion of the overlay? Or does the Committee only want healthcare related uses? 2. What is the ultimate goal of the Healthcare District Overlay? To preserve the entire single-family neighborhood and allow small-scale offices to locate as currently proposed? YES NO To preserve only the “significant/notable area” and allow the remaining properties to redevelop and potentially into taller buildings such as the Merritt Building or possible expansion of the hospital? YES NO Does the Committee prefer to further define goals before or after the neighborhood meeting? 3. Which boundary option does the Committee favor for designating a significant/notable area? The overlay includes more than just ARMC; it brings in surrounding properties to create a diverse area in which healthcare businesses can locate. These uses could benefit from a close proximity to each other from a practical standpoint as well as a business practice with a main care facility as the anchor. Several factors contributed towards consideration of the overlay: Promote healthcare businesses that exist in this area now and encourage location of similar uses. Reassess land uses north of 3rd Street NE and capitalize upon ARMC as a catalyst for healthcare use related economic development. Preservation of the existing single-family neighborhood north of 3rd Street NE. A means of addressing the parking situation in the area. Regarding the establishment of a Healthcare District Overlay in this area, the City of Auburn Planning & Community Development Committee will hold an informational Day of the Week, Month Date, 2009 (time and location below) meeting on so that the public can become better acquainted with the proposal and provide input at this conceptual planning stage. The following is a list of questions and topics the City is looking for feedback on… Would you support more healthcare businesses locating in this area? How do you feel about the current parking situation in your neighborhood? DRAFT What do you think about having a residential permit parking program in your neighborhood? Are you in favor of signage for limited 2-hour parking (9am-6pm) in front of businesses? Sidewalk improvements-if they could be done where would you like to see them? Depending on the type of feedback received, staff will do further research, develop the draft plans further, and/or modify components of the overlay. As the overlay is further developed there will be an additional opportunity in the future to provide comments and testimony during the formal code amendment review process by the Planning Commission.
