MINUTES
I. CALL TO ORDER
Chair Jim Kelly called the meeting to order at 10:00 AM on Monday, June $,
2002 in Room 1 located at Auburn City Hall, 25 West Main Street, Auburn, WA.
Chair Kelly and the following Board members were present: Chair Pro Tern Bud
Larson and Member Russ Vandver. Member Stacey Brothers arrived at 10:03
AM. Member Gene Cerino was excused~ Others present included Associate
City Attorney Karen Gulliver and Board Secretary Danielle Daskam.
II. APPROVAL OF MINUTES
A. Minutes of the May 6, 2002 LEOFF Board Meeting
Approval of the May 6, 2002 minutes was postponed to the July 1, 2002
. meeting due to the absence of Member Cerino, who was one of three
members who attended the May 6, 2002 Board meeting.
III. UNFINISHED BUSINESS
A. Pending Disability Leave/Retirement Applications
1. Stan Laatsch
Effective Date of Disability Leave: April 1, 2002
Last Day of Service: March 31, 2002
On April 1, 2002, the LEOFF Board approved an application for
disability leave/retirement for Stan Laatsch effective April 1, 2002.
The last physician's report was dated April 25, 2002 and was
accepted by the Board at the May 6, 2002 meeting. Mr. Laatsch's
current monthly physician's report was distributed at the meeting.
Chair Kelly acknowledged receipt of a physician's report dated May
29, 2002 from Dr. Virgil Becker, treating physician for Stan Laatsch.
Motion by Chair Pro Tern and second by Member Brothers to
continue Mr. Laatsch's disability leave for an additional month or
until cessation of disability.

· B. Claims
1. Richard Huseby
a. Regenoe Explanation of Benefits Claim No. 0205010749701
processed on March 20, 2002 with reference to Medicare
Explanation of Benefits Statement No. 0127550209700 for
services received on August 31, 2001 in the amount of
$56.70.
On May 6, 2002, the LEOFF Board tabled Mr. Huseby's
claim pending the receipt of additional information including
the Medicare Explanation of Benefits Statement and proof of
medical necessity. No new information was received.
Motion by Member Vandver and second by Chair Pre Tem
Larson to table Mr. Huseby's claim for an additional month.
MOTION CARRIED UNANIMOUSLY. 4-0.
IV. NEW BUSINESS
A. Disability Leave/Retirement Applications
There was no new application for disability leave/retirement.
B. Appeals
No request for reconsideration was filed.
C. Medical Claims
1. Gerry Fuller
a. Regence Explanation of Benefits Claim No. 0205120744000
processed on March 4, 2002 for services received on
February 6, 2002 in the amount of $7.22.
Motion by Chair Pro Tem Larson and second by Member
Vandver to approve Mr. Fuller's claim in the amount of
$7.22.

2. John Calkins
a. Regence Explanation of Benefits Claim No. 0030832178900
processed on November 15, 2000 for services received on
various dates in October 2000 in the amount of $832.55.
b. Regence Explanation of Benefits Claim No. 0033933873600
processed on December 20, 2000 for services received on
November 7 and 20, 2000 in the amount of $319.75.
c. Regence Explanation of Benefits Claim No. 0106132882900
processed on Mamh 21, 2001 for services received on
February 2 and 13, 2001 in the amount of $256.40.
LEOFF Board members reviewed Mr. Calkins claims
including the April 16, 2002 letter addressed to Chair Kelly
explaining the circumstances of his claims as they are
outside the ninety-day limit for filing medical claims.
Motion by Member Vandver, second by Chair Pro Tern
Larson to approve Mr. Calkins' claims in the total amount of
$1,408.70.
MOTION CARRIED UNANIMOUSLY. 4-0.
D. Discussion
1. Report on Annual LEOFF Conference
Chair Kelly reported that he attended the LEOFF Board conference
in May. Several items of interest were presented at the
conference. Conference attendees discussed analog versus digital
hearing aids. Chair Kelly reported that since the price of digital
hearing aids is competitive with that of analog, there is no reason
for any member to purchase analog hearing aids. He learned that
the hearing aids provided by Costco Hearing Aid Centers are good
devices and considered an average hearing device.

The conference attendees also discussed LEOFF Board records
retention, necessary medical expenses and dental coverage for
retirees. Chair Kelly noted that King County and Snohomish
County LEOFF Boards have included dental services as part of
their covered benefits. LEOFF Board members briefly discussed
dental benefits and whether insurance coverage would be available
to the group.
Board members requested more information on the demographics
of the LEOFF members as a group and information on any dental
insurance policies that may be available to the retirees.
Other issues discussed at the conference included medical
necessity of medical services, frequency of meetings, the Open
Public Meetings Act, House Bill 2663, Senate Bill 6380, and
survivor benefits.
The Board discussed the Open Public Meetings Act and the
Medical Records Privacy Act. Attorney Gulliver suggested the
Board discuss specific medical procedures or treatment in closed
session, and in open session, based on the medical information
provided, discuss the claims and disabilities in generalities and
take action on the claims and disability applications. Board
members briefly discussed closed sessions versus open sessions
and the mechanics for conducting closed sessions.
The LEOFF Board briefly discussed long-term care for LEOFF
members and long-term care insurance provided by the City.
Member Brothers inquired whether the long-term insurance
includes an indemnified daily benefit, and if so, whether an
escalation clause is included. Chair Kelly suggested asking
Human Resources Director Heineman attend the next Board
meeting to update the Board on the long-term care coverage
provided by the City for LEOFF I members.

Chair Kelly reported that next year's LEOFF Conference will be
held in Chelan and recommended Board members attend if
possible.
E. Correspondence
No correspondence was received for Board review.
