AMENDMENT #1 TO AGREEMENT NO. AG-C-346 BETWEEN
THE CITY OF AUBURN AND SOUNDVIEW CONSULTANTS, LLC
RELATING TO PROJECT NO. CP0767, MOHAWK PLASTICS MITIGATION
THIS AMENDMENT is made and entered into this 19th day of May, 2009, by and
between the CITY OF AUBURN, a municipal corporation of the State of Washington
(hereinafter referred to as the "CITY"), and Soundview Consultants, LLC (hereinafter
referred to as the "CONSULTANT"), as an Amendment to the Agreement between the
parties for AG-C-346 executed on the 1 st day of December 2008.
The changes to the agreement are described as follows:
1. CONTRACT TERM: The term of the Agreement for Professional Services is
extended to September 30, 2009.
2. SCOPE OF WORK: The scope of work is amended to include the following tasks:
Preliminary coordination, permit consolidation, and review, and construction
document compliance review, assistance, and quality control.
3. COMPENSATION: The amount of this amendment is $14,900. The total contract
amount is increased to a total of $23,950. This additional amount covers the cost of
pre-construction professional work including coordination, permit consolidation,
construction document compliance review, assistance, and quality control.
REMAINING TERMS UNCHANGED: That all other provisions of the Agreement
between the parties for AG-C-346 executed on the 1 st day of December 2008, shall
remain unchanged, and in full force and effect.

SCOPE OF WORK FOR AMENDMENT #1 TO AG-C-346
TASK 200 - PRELIMINARY COORDINATION, PERMIT CONSOLIDATION, AND REVIEW
Review and consolidate regulatory conditions of approval for the approved mitigation actions at
the Goedecke South site related to the Mohawk Northern Plastics expansion project. These
conditions are contained within the following known documents:
- Approved regulatory documentation integrated into the WDFW, WDOE, and Corps'
conditions of approval, such as the approved Mitigation Plan, Biological Evaluation,
Cultural Resources Assessment, Technical Memorandums, et cetera;
- WDFW Hydraulic Project Approval;
- WDOE CWA Section 401 Water Quality Certification;
- WDOE CZM Consistency Determination;
- USACOE CWA Section 404 Individual Pernut;
Identify appropriate work windows and limitations;
Provide a checklist of consolidated regulatory conditions and compliance recommendations to
the City for use in producing construction documentation, work plans, scheduling, and proj ect
management.
The anticipated level of effort necessary for Task 200 is approximately 50 hours of professional staff
time and 6 hours of administrative time at the rates detailed below with a$250.00 budget for direct
expenses such as mileage and materials as necessary. Task 200 will be billed for actual time required to
effectively perform these activities up to a total cost of $5,390.00. If additional project support is
necessary, this task may be increased according to the rates established below with a written change
order signed by Soundview and the City.
TASK 300 - CONSTRUCTION DOCUMENTATION COMPLIANCE REVIEW, ASSISTANCE,
AND QUALITY CONTROL MEASURES
Coordinate with the City to help ensure construction documentation (plans, specifications,
& schedules) prepared for wetland mitigation actions are sufficient to achieve the goals and
objectives of the approved Mitigation Plan and regulatory conditions of approval. Such
coordination will likely include:
- Provide technical support to City (and City consultants) during the preparation of
draft construction documentation;
- Review draft and final construction documentation to help ensure regulatory conditions
and compliance recommendations are properly translated and incorporated;
- Assist the City (and City consultants) with ensuring existing physical features to be used
in the approved mitigation actions are correctly identified and incorporated within the
construction documentation;
- Review draft and final grading and planting plans to help ensure content is compliant
with the approved design and sufficient to achieve the required result;
- Review draft and final construction specifications to help ensure content is appropriate
for the approved mitigation actions;

Assist with reviewing TESC, SWPPP, BMP's, et cetera.
Provide technical support to City for preparation of work plans and schedules.
The anticipated level of effort necessary for Task 300 is approximately 92 hours of professional staff
time and 8 hours of administrative time at the rates detailed below with a$250.00 budget for direct
expenses such as mileage and materials as necessary. Task 300 will be billed for actual time required to
effectively perform these activities up to a total cost of $9,510.00. If additional project support is
necessary, this task may be increased according to the rates established below with a written change
order signed by Soundview and the City.
COST ESTIMATE
This cost estimate is based on the assumption that Soundview has timely communications with City staff,
other City consultants, and regulatory staff, and that any additional data necessary will be made available
to all parties. This is to be a Time and Materials contract based upon the hourly billing rates and time
limitations provided above according to the level of effort described in each task. For the purposes of
initiating the Project, the tasks will be charged for time and materials up to (but not to exceed)
$14,900.00.
