Administrative Recommendation:
City Council conduct a public hearing on the proposed amendment to the 2009-2014 Six-Year
Transportation Improvement Program (TIP). (See Item No. V111.8.4, Resolution No. 4498, forfurther
action on this item.)
Background Summary:
The City of Auburn has recently been awarded a Federal Highway Safety Improvement Program grant in
the amount of $396,720 with no required City match in funds for a new traffic signal at the intersection of
4th Street SE and F Street SE. This project was selected on accident history, overall safety, and
pedestrian flow patterns at the intersection. The City performed a warrant analysis of the intersection and
determined that installation of a traffic signal is necessary due to traffic volumes entering the intersection
alone. In addition, high pedestrian use (due largely to nearby elementary and high schools) and collision
history provided further justification for the need for a traffic signal at this location. Overall, the project is
intended to result in safer performance of the intersection, reduction in the number/severity of crashes,
and accommodate the increased need for vehicle capacity. The project scope includes a four-leg traffic
signal, pavement replacement within the intersection, replacement of sidewalks on all four corners of the
intersection to accommodate dual wheel chair ramps, and signal interconnection.
As part of the award, staff is required to add the project to the City's 2009-2014 Transportation
Improvement Program (TIP) and the Washington State Transportation Improvement Program (STIP).
Funds cannot be obligated until this step is complete. When amending the adopted TIP, pursuant to
RCW 35.77.010 the legislative body of the city is required to conduct a public hearing.
This proposal was reviewed by the Public Works Committee (PWC) and Finance Committee on May 18,
2009. At that time, the PWC adopted Resolution No. 4481 calling for a public hearing on June 15, 2009
to take input on adding this new project to the City's six year 2009-2014 Transportation Improvement
Program (TIP).
