HUMAN SERVICES COMMITTEE
" WASHINGTON MINUTES
November 4, 2008
I. CALL TO ORDER
The November 4, 2008 meeting was called to order at 4:00 p.m. in Conference Room two
located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, WA.
Committee Members present were: Chair Suzanne Limric, Barbara Derda, Marian Thomas,
Virginia Lloyd, Gary Masterjohn, Michael Harbin, Tony Ladner and JoAnne Walters
Committee Members not in attendance: Michael Cummings
Staff present were: Human Services Principal Planner Michael Hursh and Community Services
Project Assistant Kirsten Reynolds
Guests present were: Largo Wales, ACAP Executive Director
II. APPROVAL OF MINUTES
Committee Member Derda moved to accept the October 14, 2008 minutes as read; Member
Harbin seconded.
The October 14, 2008 minutes were approved.
III AGENDA
A. 2009 Action Plan
Auburn City Council passed the 2009 Human Services Action Plan unanimously on
November 11, 2008 with no changes from what the Human Services Committee
recommended. The public comment period was open for 30 days; there were lots of
positive comments from Council.
B. Senior Services - Meals on Wheels
Senior Services was contracted to serve one meal to 39 clients, the Meals on Wheels
program has been serving two meals to 97 clients; the agency has run out of money to
provide the second meal to everyone. Senior Services did a survey and was able to
determine 10 people who really need the second meal. The City of Auburn will be using'
funds to support this effort from the Emergency Voucher Program.
C. SEARCH
Auburn City Council passed the proposal to support SEARCH unanimously on October 20,
2008. It is now up to the other four cities to join this effort. HUD just released their
recommendations for funding areas where there have been home foreclosures; Auburn
came in right under the threshold of areas to receive funding. All cities able to receive this
funding are larger than Auburn. Auburn will make a strong push for support during the
public comment period.
D. ACAP
Largo Wales, ACAP Executive Director, talked with the Human Services Committee about
the recent trials of ACAP. Ms. Wales previously worked for ACAP and was asked to return
in the ED role; she has experience in the situation from both ends. The teachers at ACAP
are equal to the teachers in the public schools, they are truly gifted; they deal with the kids
who have not been able to participate in the public schools.
Ms. Wales has made several changes to the agency in efforts to save it such as,
a. Cutting staff so money is really spent on the kids.
b. Paid $40,000 of the back debt of $100,000.
c. Getting student enrollment higher and staffing lower.
The agency is dealing with the recent eviction deadline of November 15t". The portables
have been put up for sale on Craigslist; if sold ACAP may receive $60,000. The White
River Presbyterian Church has agreed for ACAP to move to their facility but the church
facility needs $70,000 in remodeling done. Ms. Wales reported that everyone in the
community including the City of Auburn has been bending over to help the agency any way
they can; Donovan Remodeling, a local contractor offered to do the remodeling work at
cost, which totaled $74,000.
Their goal is to get the portables sold by the 15t" of November before the demolition date.
They got a permit last week and are working with DSHS to get the new church site
licensed. There were several options reviewed by the Board of Director and with the
parents of kids that attend ACAP. After thinking long and hard the parents and staff
determined they would make the move on November 14th to the White River Presbyterian
Church themselves and hope the rest falls into place along the way.
Ms. Wales briefly talked about the Public Health nursing program costs doubling for next
year. The agency will deal with this issue after the move. Next steps for the agency
include, but are not limited to, sell the portables, get approval from the State Licensing
Department and get approval from both the Fire and Building departments. The agency
was able to avoid $70,000 in traffic impact fees because of the original permit files by the
White River Presbyterian Church. The $50,000 Fire permit/impact fees able to be avoided
only because the agency kept the original name and ministry; ACAP is a youth ministry
currently serving 55 kids, from four weeks old to five years old
IV. OLD BUSINESS
Announcements:
Veterans Day Parade is on Saturday, November 8, 2008.
Auburn Food Bank fund raising breakfast is on Friday, November 7, 2008.
Public Health has moved to the old Party City store located next to Fred Meyer.
United Way is helping COA come up with outcomes.
The next meeting is scheduled for December 9, 2008 at 4:00 P.M.
They will continue to have children's agencies come and talk at the next couple meetings.
Committee Members should bring appetizers to the next meeting for a holiday party. Mayor
Lewis will be invited to attend.
V. ADJOURNMENT
The meeting was adjourned at 5:02 p.m.
