I. CALL TO ORDER
CITY OF AUBURN
PUBLIC WORKS COMMITTEE
March 24, 2003
MINUTES
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Pete Lewis,;
Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and Council/Committee
member Gene Cerino. Staff in attendance were Public Works Director Dennis Dowdy, City
Engineer/Assistant Director Dennis Selle, Assistant City Engineer Ingrid Gaub, Utilities Engineer
Duane Huskey, Traffic Engineer Michael Fuess, Traffic Operations Engineer Laura Philpot, and
Secretary Lorna Dahlke.
There were no guests in attendance.
II. CONSENT AGENDA
A. APPROVAL OF MINUTES
It was moved by Councilmember Cerino, seconded by Councilmember Poe, that the Committee
approve the Public Works Committee minutes for March 10, 2003, as corrected. Motion
carried.
B. RIGHT-OF-WAY USE PERMIT 10-03, AUBURN SCHOOL DISTRICT, FOR THE AUBURN
RIVERSIDE SENIOR HIGH SCHOOL AND THE AUBURN SENIOR HIGH SCHOOL
GRADUATION CEREMONIES
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee
approve Right -of -Way Use Permit 10-03. Motion carried.
C. FINAL PAY ESTIMATE #2 TO CONTRACT NO. 02-13 WITH KRUEGER SHEET METAL AND
ACCEPT CONSTRUCTION OF PROJECT NO. C215A, CITY HALL ROOF REPLACEMENT
The Committee noted that the Project had come in under budget.
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee
recommend Council approve Final Pay Estimate #2 to Contract No. 02-13 with Krueger Sheet
Metal and accept construction of Project No. C215A, City Hall Roof Replacement. Motion
carried.
III. ISSUES
A. RESOLUTION NO. 3585 AUTHORIZING PAYBACK AGREEMENT #89 RELATED TO
DEVELOPER'S EXTENSION NO. FAC99-0009 WITH MYC LLC
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the Committee
recommend Council adopt Resolution No. 3585, with the provision that staff verify Parcel
Numbers. Motion carried.

IV. DISCUSSION AND INFORMATION
A. PAVEMENT MANAGEMENT PROGRAM
Engineer Philpot handed out the pavement maintenance report of City streets, pointing out that
there is a sharp increase in costs of repairs when the road surface starts deteriorating, as
opposed to preventative maintenance before road surfaces deteriorate.
If the City had unlimited funds and staff resources, it would cost approximately $22 million in
2003 for street preventative maintenance. The current average PCI for the City is 71, Condition
Class I, which is rated good to excellent requiring preventative maintenance, such as crack
sealing. Condition Classes II and III would require a thin overlay of the street surface; Condition
Class IV, Poor, would require a thick overlay; and Condition Class V, Very Poor, would require
road reconstruction. City consultants drove each street within the City to provide the street
ratings. The Committee requested that a City map with the street categories highlighted be
brought to the Committee at a future meeting.
The software program can pick out streets where PCI is in the midrange, requiring a thin
overlay, but it may not be required immediately. This software can also be maintained in house
by City staff. The Committee requested that, if possible, traffic counts also be included on the
map, which may assist in determining which streets are a priority to maintain.
Engineer Philpot said that roads that are added are entered into the GIS database and also into
the traffic database. Included in the consultant agreement, the consultant will teach M & O
employees to rate our pavement. The consultant can also provide an estimate of the value of
City streets.
Engineer Fuess said there have been numerous calls from citizens requesting patching of sink
holes, pot holes and puddles. The City has a program for crack sealing, pothole patching and
sink hole repair. The City does not have a program for puddle repair (no funds and no
resources), however recognizes that such work could be a quality of life improvement to
communities. Engineer Fuess suggested the Committee provide policy direction as to how to
respond to these complaints. Chair Wagner said they don't want to do full street reconstruction,
but some amount could be worked into the budget, $25,000 or $50,000, for maintenance
money in a mid -year budget adjustment. The Committee suggested that this should be in
addition to existing budget and recommended not decreasing other portions of the street
section budget. There is $50,000 in the budget for sidewalk improvement that might, on
occasion, supplement these repairs. The Committee agreed that it's not necessary to bring
each individual project location under this program to the Committee for approval, since project
contracts will be brought to the Committee for approval.
B. AUBURN WAY SOUTH OUTSIDE LANE
Engineer Fuess proposed that since Metro no longer has a bus layover on AWS in front of
Safeway, the City can stripe the outside lane for traffic. The street is wide enough to add the
lane and it has been driven as a traffic lane. There are two parking spots in front of two
businesses that would need to be removed. These businesses have parking alternatives
available. The Committee agreed with the concept and suggested that an ordinance revision
be drafted for the next Committee meeting.

C. CAPITAL PROJECT STATUS REPORT
WSDOT comments on channelization in the AWS Safety Improvements have been received.
Chair Wagner asked if this project included any speed reductions on AWS. Staff advised that
this was not part of the AWS Safety Improvement Project. Chair Wagner requested that staff
coordinate with WSDOT to reduce the speed limit on AWS to 35 mph east of M Street.
Chair Wagner requested staff investigate the shortage for the arterial street budget mentioned
by Finance Director to determine if it is project schedule related or an actual shortfall and brief
the Committee on this fund status once 2002 year-end accounting has been completed.
Councilmember Poe requested information regarding the building of storm sewers on Clay and
Western Streets by the City to encourage development, and collect charges in lieu of
assessment, in addition to SDC's, to see what the potential recovery rate would be.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 6:35 p.m.
