CALL TO ORDER
CITY OF AUBURN
COUNCIL MEETING MINUTES
May 5, 2003 7:30 PM
A. Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 PM and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Jeanne Barber, Trish Borden, Fred Poe, Sue Singer,
Stacey Brothers, and Gene Cerino.
Staff members present included: Planning and Community
Development Director Paul Krauss, Employee Relations and
Compensation Manager John Fletcher, Fire Chief Bob Johnson,
Police Chief Jim Kelly, Parks and Recreation Director Daryl Faber,
Finance Director Shelley Coleman, Public Works Director Dennis
Dowdy, City Attorney Daniel B. Heid, and City Clerk Danielle
Daskam.

1. Announcements
a) Proclamations
(1) Mayor Lewis and Public Works Director Dennis
Dowdy unveiled a new "Welcome to Auburn"
sign designed with the new City of Auburn
logo. The signs will be posted at various
gateways to the city.

(2) Mental Health Month
Mayor Lewis declared the month of May 2003
as "Mental Health Month" in the city of Auburn.
Mayor Lewis presented the proclamation to
Valley Cities Counseling & Consultation
Development Director Pegi Moll and Board
Member Jean Asplund.
Ms. Moll thanked Mayor Lewis,
Councilmembers, and the Auburn community
for their support of Valley Cities Counseling.
(3) Bicycle Skills and Safety Day
Mayor Lewis declared May 10, 2003 as
"Bicycle Skills and Safety Day" in the city of
Auburn.
Mayor Lewis presented the proclamation to
Optimist Club Board Member Jim Fletcher and
Secretary/Treasurer Bruce Goodrich.
On behalf of the Optimist Club, Mr. Fletcher
thanked Mayor Lewis and Councilmembers for
their support, and also thanked all other City
staff and agencies that participate in the
"Bicycle Skills and Safety Day" each year.
2. Appointments
There were no appointments for Council consideration.
D. Agenda Modifications
There were no agenda modifications.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
No public hearing was scheduled.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue.

Virginia Haugen, 2503 "R" Street SE, Auburn
Ms. Haugen expressed support for the Auburn Optimist Club and
spoke regarding pedestrian safety with regard to sharing sidewalks
between bicyclists and pedestrians.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Singer reported that the Municipal Services Committee met
this evening at 5:00. The Committee discussed Resolution Nos.
3606 and 3611. The Committee also discussed state laws relating
to emergency mutual aid regulations and real estate acquisitions.
The next regular meeting of the Municipal Services Committee is
scheduled for May 19, 2003 at 5:00 PM.
B. Planning & Community Development
Chair Borden reported that the Planning and Community
Development Committee met on April 28, 2003 at 5:00 PM. The
Committee discussed Lakeland Heights pedestrian improvements,
text amendments related to prohibited parking in yards, and tax
exemptions for multi -family units constructed in the downtown area.
The next regular meeting of the Planning and Community
Development Committee is scheduled for May 12, 2003 at 5:00
PM.
C. Public Works
Chair Wagner reported that the Public Works Committee met on
April 28, 2003 at 5:30 PM. The Committee approved a right-of-way
use permit for Northwest Pipeline and discussed contract
administration items, Ordinance Nos. 5748, 5753, and 5756, and
Resolution No. 3601 on this evening's agenda. The Committee also
discussed the proposed alignment of the "A" Street NW corridor,
traffic impact fees, and annexation of property within the City of
Pacific located near the Lakeland Hills entrance. The next regular
meeting of the Public Works Committee is scheduled for Tuesday,
May 27, 2003 at 5:30 PM.
D. Finance
Chair Poe reported that the Finance Committee met this evening at
6:30. The Committee discussed and recommends approval of
claims and payroll vouchers, bad debt write-off, and Resolution No.
3600. The next regular meeting of the Finance Committee is
scheduled for May 19, 2003 at 6:30 PM.

IV. COUNCILMEMBER REPORTS
At this time Councilmembers may report on items not specifically
described on the agenda, which are of interest to the community.
Councilmember Cerino reported on a community blood drive held in
Lakeland Hills and a Cinco de Mayo celebration held at the Auburn Senior
Center. Councilmember Cerino stated that Senior Center has begun
sponsoring some evening activities.
Councilmember Barber reported that she also attended the community
blood drive in Lakeland Hills and commended the community spirit of the
blood drive coordinator, Kelly Little.
Mayor Lewis reported on the kickoff of the second Annual Mill Pond
Fishing Derby for youths fourteen and under. The Auburn Green River
Steelheaders Club stocked Mill Pond with 1,200 trout averaging in weight
of three pounds each. Mayor Lewis stated that Mill Pond is an excellent
example of combined municipal and community efforts to create an
attractive use of a storm water pond.
Mayor Lewis reported that the Rotary Club held their twentieth Annual
Scholarship Show. The Rotary Club has awarded more than $500,000 in
scholarship funds to local youths.
Mayor Lewis reported on the Cedar Lanes Park project with regard to
community members establishing human services needs that are not
being met by state and county agencies. More than three hundred
community members met on May 1, 2003 to participate in the project.

VII. NEW BUSINESS

City Council to consider the request of Andrew Benedetti for the
rezone of two parcels located at 509 M Street SE and 1123 6th
Street SE from R2, Single Family Residential, to R3, Two Family
(Duplex) Residential.
Councilmember Borden moved and Councilmember Singer
seconded to approve the rezone based on the Hearing Examiner's
Findings of Fact, Conclusions and Conditions and instruct the City
Attorney to prepare the necessary ordinance.
MOTION CARRIED UNANIMOUSLY. 7-0.
VIII. ORDINANCES AND RESOLUTIONS

An Ordinance of the City Council of the City of Auburn,
Washington, amending Auburn City Code Chapter 10.36,
Section 310 entitled "Prohibited Parking Areas — Southeast
Auburn" for the purpose of prohibiting parking on a portion of
17th Street SE to alleviate a sight distance hazard.
Councilmember Wagner moved and Councilmember Poe
seconded to introduce and adopt Ordinance No. 5748.
MOTION CARRIED UNANIMOUSLY. 7-0.

An Ordinance of the City Council of the City of Auburn,
Washington, amending Auburn City Code Chapter 10.24,
Section 010 entitled "One-way Streets Designated" for the
purpose of eliminating two one-way streets.

seconded to introduce and adopt Ordinance No. 5753.

Washington, authorizing the Mayor and City Clerk to sign a
Local Agency Agreement between the City and the
Washington State Department of Transportation, approving
Traffic Safety Near Schools funds to prepare and implement
the Burlington Northern Sante Fe Railroad & East Valley
Highway ("A" Street SE) undercrossing for pedestrian safety
project.
Councilmember Wagner moved and Councilmember Poe
seconded to introduce and adopt Ordinance No. 5756.

Washington, authorizing the Mayor and the City Clerk to
execute a Payback Agreement Developer's Extension
between the City of Auburn and King County Housing

Washington, authorizing the Mayor and City Clerk to execute
a contract with Pierce Manufacturing for a fire apparatus.
