Background Summary: The scholarship program was set up to enable children and adults, who live in Auburn and who would otherwise be unable to participate because of financial constraints, to enjoy the programs offered by the City of Au burn. The proposed changes to the Low Income Fee Policy for Recreation programs are as follows: Section 1: a-i The United States Department of Agriculture Child Nutrition Program Income Guidelines would take the place of the Department of Social and Health Services Family Income Standard of Need as the basis for determining eligibility for the applicant. The U.S. Dept. of Agriculture guidelines are used by school districts for determining eligibility for free and reduced lunch programs for families, by other Park and Recreation Departments in their Fee Waiver programs and it is much more accessible than the D.S.H.S. guidelines. d The residency requirement for eligibility would be changed from Auburn School District boundaries to City of Auburn boundaries. 4-b Sets a policy, which allows the Parks and Recreation Department to determine a maximum amount per scholarship for applicants over the age of 17. Scholarships for adults require donations from private sources and it is important that we set limits on the amount of each scholarship to best utilize the money available. This ordinance change would be come effective September 1,2003 with the beginning of fall quarter programs. Marketing for current spring and summer programs includes language stating that the residency requirement is Auburn or Dieringer School district boundaries.
