City Council to introduce and adopt Ordinance No. 5769
Background Summary:
Plans to expand public parking on the block north of City Hall, currently occupied by the Public Safety
Building, have been discussed on numerous occasions. It was most recently contained in the 2001
Auburn Downtown Plan. Need for additional parking has been discussed during 2003 Budget preparation
and the late last year the City leased and developed a temporary parking lot on 3rd Street to manage
parking demand until such time as expanded parking closer to City Hall could be brought on-line.
The City commissioned several appraisals for the properties at 120 and 124 and 128 A Street. Receiving
direction from the Council, staff initiated negotiations with all three owners. Purchases of the homes at
120 and 124 A Street have or will shortly close. However, the owner of 128 A rebuffed City attempts to
negotiate a purchase. The City went to the effort of having our appraiser respond in writing to questions
raised and "information" provided by the owner. However, the appraiser ultimately recommended that
their initial valuation not be changed. As required, the City Attorney sent a letter containing a thirty-day
notice of potential condemnation. The owner waited until the end of the thirty day period to respond that
he remained unsatisfied with the offer.
Staff is anxious to move forward with acquiring and clearing the three homes and developing at least a
temporary parking lot before we loose the good weather this fall. Our year to year lease for the temporary
lot on 3rd Street is up for renewal this December. Therefore, staff is proposing that the Council adopt
Ordinance No. 5769, declaring a public purpose and authorizing staff to proceed with condemnation.
