CITY OF AUBURN
SPECIAL COUNCIL MEETING
June 23, 2003 6:30 PM
MINUTES
CALL TO ORDER
The City Council met in special session in the Council Chambers located at
Auburn City Hall, 25 West Main Street, Auburn, for the purpose of interviewing
candidates to fill the vacant Council position created by the resignation of
Councilmember Jeanne Barber. Mayor Peter B. Lewis called the meeting to
order at 6:30 PM. The following Councilmembers were present: Rich Wagner,
Trish Borden, Fred Poe, Sue Singer, Stacey Brothers and Gene Cerino. Also
present were Human Resources Director Brenda Heineman, City Attorney
Daniel B. Heid, and City Clerk Danielle Daskam.
INTERVIEWS
The Council interviewed three candidates for the vacant Council position in the
following order: Richard Serns, Nancy Karr Backus, and Roger D. Montgomery.
The following questions were asked by the Council and answered by each
candidate:
1. In your application for appointment to the City Council, you indicated
three important issues facing the City of Auburn; please expand on those
issues. (Asked by Councilmember Singer)
2. Tell us how you have contributed to the Auburn community. (Asked by
Councilmember Poe)
3. What would you say to encourage someone to move to Auburn or open a
business in Auburn? (Asked by Councilmember Cerino)
4. If you could change one thing in the city of Auburn tomorrow, what would
it be and why? (Asked by Councilmember Brothers)
5. How do you go about preparing yourself and understanding issues that
you have little or no knowledge? (Asked by Councilmember Wagner)

6. If your personal beliefs on issues before the Council differ from the
wishes of your constituents, how will you avoid compromising your
convictions? (Asked by Councilmember Borden)
Following conclusion of Mr. Serns' and Ms. Backus' interviews, the Council
recessed the meeting at 7:05 PM. The meeting was reconvened at 7:26 PM, at
which time the Council interviewed the last candidate, Mr. Montgomery.
The interview session ended at 7:40 PM at which time Mayor Lewis recessed the
meeting to executive session for approximately fifteen minutes for the purpose of
discussing the candidates' qualifications.
The meeting reconvened at 7:52 PM.
APPOINTMENT
Councilmember Singer thanked the candidates for their interest in public service.
Councilmember Singer moved and Councilmember Wagner seconded to appoint
Nancy Karr Backus to the vacant Council position created by the resignation of
Jeanne Barber.
MOTION CARRIED UNANIMOUSLY. 6-0.
Mayor Lewis announced that a meeting of the Committee on Committees will be
held July 7, 2003 prior to the Council meeting to discuss and determine
committee assignments. The Committee on Committees is comprised of
Councilmembers Wagner (chair), Borden, and Poe.
ADJOURNMENT
There being no further discussion, the meeting adjourned at 7:55 PM.
