City Council adopt Resolution No. 3626.
Background Summary:
As the Council is aware, Mayor Lewis and staff have been working on options to provide expanded
facilities for City Police and Courts. This process goes back at least three years and has included
investigation of numerous sites and construction options. For the past few months, a proposal to
redevelop the former Massey's grocery store and surroundings has emerged as the option that currently
has the best potential for meeting the City's needs in terms of space, design, location and cost.
Discussions on this project have reached the stage where a resolution is required to allow the City and
developer to engage in negotiations aimed at bringing a lease back before the City Council for review and
approval. Staff is also seeking Council authorization to retain outside legal expertise to help structure the
lease and financing options and architectural expertise to insure that plans being developed will actually
meet the City's needs. Upon approval of this resolution, the developer will expend funds to undertake
more complete construction design and project costing, essential to negotiating the lease. If these efforts
prove to be successful, the lease will be brought before the City Council by late August.
Staff recommends that Resolution No 3626 be approved.
