OWNER: Allan and Susan Karpen APPLICANT: Distinctive Home Builders/Russell Millard LOCATION: 11506 SE 304th Street REQUEST: Water and sewer availability certificate for 25 lot single family subdivision on 6.25 acres. BACKGROUND The proposal is for water and sewer service for a 6.25 acre parcel ("Subject Property") which is zoned R4 in King County. The site will be used as a single family subdivision of 25 lots. The project is located within the City's Potential Annexation Area and requires City water and sewer. It is therefore subject to the requirements of City of Auburn Comprehensive Plan: City Expansion and Annexation (Chapter 13) Policy CE-3. Policy CE-3 states: "The City of Auburn shall require...as a condition of extending sewer and/or water utility service to properties within the Potential Annexation Area...(but not adjacent to the City limits)...the signing of a legally binding agreement to support annexation to the City at such time as the City deems annexation appropriate. In these cases where immediate annexation is either not required or not possible, the following conditions shall apply: a. The City should pre-zone the subject property and the property owner/developer shall agree to comply with appropriate City policies, subdivision and zoning requirements where such requirements are not superseded by applicable County requirements (in the event of significant conflict between City and County requirements, the City may choose to not extend utility service). The prezoning will typically be to the City's designation which is most similar to the existing County designation. Whenever pre-zoning does not occur, land shall be zoned and given a Comprehensive Plan designation consistent with Comprehensive Plan policy CE-10 concurrent with annexation; and RECOMMENDATION Based on the facts and findings and conclusions of the staff report, staff recommends Planning and Community Development Committee recommends to the City Council approval of the development agreement which will enable the issuance of a water/sewer availability certificate to the applicant subject to the following conditions (the strike-through marks reflect changes made to the developer agreement follwing the Planning & Community Development public hearing, due to changes made in a final plan submitted to the City): 1. Applicant is required to install water lines to supply adequate flow and pressure to city standards (35- 80 psi & 1500 gpm for 2 hours). Single-family areas require minimum 8-inch lines. System must be th st looped from 304 Street to SE 301 Place. 2. Sewer is available in SE 301st Place and to the south at 304th Street and 116th Ave. SE. Site-specific requirements regarding sewer extension should be discussed with the City's Engineering Department. 3. Applicant is required to install sewer lines to adequately serve the development. This will require construction of an 8" sewer main to serve all lots. 4. Access to Lot 1 shall be to 116th only. Access to Lots 5, 13, 14, and 20 shall be to the cul-de-sacs only. Access to Lots 21-24 and Lots 10-18 shall be to the adjacent access tracts only. 5. The community park ("Tract G") frontage improvements shall be extended southward to a point opposite the northeast corner of the SE 302nd Ct & 116th Ave SE intersection where a legal pedestrian crossing can be made. 6. Curb, gutter and sidewalks shall be provided throughout the project. 7. All streets shall be public. 8. Half-street improvements per Auburn City standards are required along the frontages of SE 304th Street, 116th Ave SE, and SE 301st Place. 9. A minimum of 24' of paved roadway surface must be provided on 116th Ave SE. 10. Fire hydrants shall be installed per Auburn City Standards (ACC13.16.060). 11. Any impact fees calculated and paid to King County for either transportation or park impacts shall be reported to the City of Auburn. 12. All other applicable City development standards shall be complied with. At their meeting on July 14, the Planning and Community Development Committee recommended approval. PCDC\WSC03-5 Page 2 of 2
