singlc-farmly dwelling unit scenario would increase by 110 trips per day, six trips

The Applicant is proposing to construct site improvements, Le- grading, streets,
sanitary sewer, storm drainage, water and public utilities for 25 single family lots
Preliminary Plat. The site is 6.25 acres in area, a house presently exists the baince
of the properties is vacant.
The Applicant proposes to pay all applicable proportional share impact fees and
comply with all County development regulations related to storm water and public
safety.

The site is located at 11520 S.E. 304th St. Auburn, Washington. Directions to the
site from the junction of SR 18 and S.E. 304th in Kent are as follows: take SE.
304th St. west to 132nd Ave $. E., turn.fight onto 132nd Ave. S.E., take 132nd Ave
S.E. north to S.E. 304th St., turn left onto S.E. 304th St. West.to 11326 S.E. 304th St.

B. ENVIRONMENTAL ELEMENTS
1., Earth

We estimate that the amount of material exCavated on the site will be
leas than 8,500 cubic yards {in-place). We plan to "balance" the
grading on-site so that no off-site material will need to be imported,
except, of course, for specialty materials, i.e., sand for Pipe bedding
and crushed rock for flatwork/paving base.

Given the sites geographical location, gravel soils and topographic
slope, it is possible that only limited erosion would or could occur
from surface water or wind. During the construction period,
however, a hot-dry summer could produce temporary dust emissions,
which would be eliminated upon placement of the houses, and
installation of the lot's landscaping and/or commencement of the
region's ample rainfall There will be little or no change to this
situation based on the proposal.
g. About what percent of the site will be covered with impervious
surfaces after project construction (for example, asphalt or buildings)?
We estimate less than 50% of the site.
h. Proposed measures to reduce or control erosion, Or other impacts to the
earth, if any.
A siltation pond and water treatment facilities will be designed'and
provided on the southeast corner of the project. Limited interceptor
ditching and silt fencing will be provided along the south and west
portion of the project as required. Other approved mitigation.
techniques will be utilized as needed. If significant dust emissions are
created on the site during construction, we would mitigate any
concerns by applying water. There will be no change to these
measures based on the proposal. Installation of silt fencing and other.
BMPs to control erosion in compliance with King County DDES
regulations.
AIR
a. What types of emissions to the air would result from the proposal (i.e.,
dust, automobile, odors, industrial, wood smoke...) during construction

As cited hereinabove, dust emissions could be a nuisance during
construction given the right weather and climatolOgy.® Dust emissions
can easily be controlled by applying water to the problem surfaces.
There will be no change to this situation based on the proposal ·

emissions from automobiles. Consequently, vehicle emissions will be
insignificant.
There will be emission from equipment during construction, but due
to the small size of the prOject-pollution will not be significant. There
will be no burning of construction waste.

owners living in the project will be insignificant.

It appears that the only permanent emission impacts resulting from
the development have to deal with the automobiles owned or
controlled by its residents.

There are no significant wetlands on the subject site. These small
wetlands have been studied and delineated.

The topography of the site lends itself to collection of surface run-off
at the southeast corner. All run-off shall be collected and detained
then allowed to slowly be released into the existing King County
drainage system.

By utilizing an engineered storm drainage collection and detention
pond system the impact to down stream properties will be mitigated.
We would expect no significant water impactS, except in those
situations of abnormally high-intensity storm events in which ease all
systems within the boundaries of the storm system would be strained
for a short duration.

Each lot will be landscaped with grass and/or shrUbs and trees by

Normal domestic, traffic and. construction noise. There will be
no change to this situation based on the proposal.

example: traffic, construction operation, other)? Indicate what
hours noise woul-d come from the site.
During site construction there will be noise from the operation
of equipment during the weekdays, and sometimes on the
weekends. As future buildings are constructed, there will be
the noise from personnel and nailing "guns" and/or hammers.
There will also be ·traffic from suppliers and materials men
moving to and from the site. The normal working hours of
these construction personnel will be from 7 AM to 7 PM. Once
the site construction is complete and the last house occupied,
this noise will cease. There will be no change to this situation '
based on the proposal.

There will be predominantly 2-story buildings. The exterior building

None of the existing Views would be obstructed. The site will, of
course, be altered from a cleared-unimproved state to a state of urban
development. There will be no change to this situation based on the
proposal.

The applicant would landscape extemively with gra~, shrubs and
trees to beautify the site. There will be no change to this situation
based on the proposal.

Once the buildings are complete, and upon occupancy of the facility,
light will be produced after dark from the buildings exterior lighting

At the present time the bus does not stop at the project's entrance.
The nearest transit stop is approximately 3/4 mile on S.E. 312 Street.

Parking will provided in each garage and in the front of each home.
The proposed design will provide parking per county code
requirements. No parking will be eliminated.
d. Will the proposal .require any new roads or streets, or improvements to

The proposal will include the widening of SE 304th and construction
of ll6th Ave SE, including the construction of drainage facilities,
curb, gutter and sidewalk.
