From time to time, the CPP's are amended to deal with issues and circumstances that arise. Amendments are developed at the staff level. Auburn's Planning Director serves on the Interjurisdictional Team (IJT) that serves I this role. Amendments are then routed through the Growth Management Planning Council where we are represented by Councilwoman Trish Borden. After adoption by the King County Council, amendments are routed to city and county councils and are deemed ratified when approved by at least 30% of the governments representing at least 70% of the County population. Individual actions by the respective Councils must be taken before August 19, 2003. Failure to act is construed to be a vote to affirm. Five CPP amendments are currently under review. Detailed information is appended to this agenda bill. This amendment was initially proffered by Eastside communities engaged in Cascade Water Alliance issues. There were initial efforts to more explicitly support the goals of the Alliance but these were modified, in part, through the interaction of Auburn's mayor and staff. The current language simply supports ongoing, long-term water supply planning efforts. Staff recommends adoption. Ordinance 2003-0124, adopting new household and employment targets for the period from 2001- 2022. City Planning staff worked at length with the County Planning Directors to apply current population and employment forecasts and distribute growth targets as required under GMA. Auburn is on-track to meet or exceed our targets without changes to the City Comprehensive Plan unlike many other communities where substantial efforts will be required to achieve the goals. Staff recommends adoption. Ordinance 2003-0125, amending official maps to show a revised Urban Separator for the City of Renton. Renton had concerns similar to Auburn's regarding inconsistencies with the designated Urban Separator. Like Auburn, they were able to negotiate a settlement. However, since their process was concluded faster it was able to be acted upon with the current round of CPP amendments. Auburn's will be acted upon in the next round. Staff recommends adoption. Ordinance 2003-0216, establishing an Urban Center designation for the Totem Lake area of Kirkland. As above, Kirkland's request preceded Auburn's (scheduled to be acted upon next Fall). The Totem Lake area has extensive retail and medical uses and will meet or exceed all CPP criteria. Staff recommends adoption. Ordinance 2003-0127, addresses long-term protection of Agricultural Production Districts (APD). This amendment actually had its origins with the City of Auburn. The Council may recall that Auburn's plans were amended to remove the APD from our Comprehensive Plan and Potential Annexation Area. The City concluded that King County had instituted extensive limitations on any productive, non-agricultural use of the area and that King County already had a well-developed agricultural preservation program. The City essentially asked King County to change policies to allow for the long term management of the area by the County in spite of its location within the Urban Growth Area. This CPP amendment provides the County with the authority to do just that. Staff recommends adoption. L0721-1 Page 2 of 2
