CALL TO ORDER
CITY OF AUBURN
PUBLIC WORKS COMMITTEE
July 28, 2003
MINUTES
The meeting was called to order at 3:30 p.m. Those in attendance were Mayor Pete Lewis,
Committee Chairman Rich Wagner, Council/Committee member Fred Poe, and
Council/Committee member Gene Cerino. Staff in attendance were Public Works Director Dennis
Dowdy, Assistant City Engineer Ingrid Gaub, Traffic Engineer Laura Philpot, Transportation
Planner Joe Welsh, Project Engineer Jennifer Dvorak, M & O Manager Fred Sears, and Secretary
Lorna Dahlke.
Guests in attendance were Scott B. Bowman, David Longmire, Jim Rottle and Bill Peloza.
II. CONSENT AGENDA
A. APPROVAL OF MINUTES
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee approve the Public Works Committee minutes for July 14, 2003, as submitted.
Motion carried.
B. RIGHT-OF-WAY USE PERMIT 28-03, AUBURN GOOD OL' DAYS, INC. FOR THE ANNUAL
GOOD OL' DAYS FESTIVA
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee approve Right-of-way Use Permit 28-03. Motion carried.
C. RIGHT-OF-WAY USE PERMIT 01-03 WITH GRAY HAWK CONSTRUCTION COMPANY TO
EXTEND THE TIME OF USE OF ADJACENT SIDEWALK AND PARKING AREA DURING
RENOVATION OF JC PENNEY BUILDING
Gray Hawk Construction Company requested an extension of the Right-of-way Permit to
November 2003. The project had been expected to be completed by August 2003. When the
fascia was removed from the exterior of the building, additional work was identified requiring
the extension.
After discussion about the contractor's ability to meet the new conditions of extending the
permit, it was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee approve Right-of-way Use Permit 01-03. Motion carried.
D. RIGHT-OF-WAY USE PERMIT 29-03, ROTTLES CLOTHING & SHOES, FOR A TENT SALE
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee approve Right-of-way Permit 29-03. Motion carried.
E. RIGHT-OF-WAY USE PERMIT 30-03, HOMETOWN OFFICE SUITES & SERVICES, FOR
THE USE OF A PARKING AREA FOR A DUMPSTER TO SUPPORT BUILDING
RENOVATION
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the

Committee approve Right-of-way Use Permit 30-03, with the condition that the dumpster be
moved out of sight by the end of the day, August 8, 2003 until August 11, 2003, to allow for
the staging of the Good `OI Days parade on August 9, 2003. Motion carried.
F. PERMISSION TO AWARD CONTRACT NO. 02-10 FOR PROJECT NO. C214A, LAKELAND
HILLS / EAST VALLEY HIGHWAY SIGNAL PROJECT TO SIGNAL ELECTRIC INC. ON
THEIR LOW BID OF $145,760.81
Contract No. 02-10 does not include contingencies; any changes require approval by the
Public Works Committee.
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee recommend Council grant permission to award Contract No. 02-10 to Signal
Electric Inc. Motion carried.
G. CHANGE ORDER NO. 3 TO CONTRACT 03-02 WITH HOLT DRILLING, INC., FOR WORK
ON PROJECT NO. MS755, WELL NOS. 2 & 4 INVESTIGATION AND REHABILITATION
It was moved by Councilmember Poe, seconded by Councilmember Cerino,
that the Committee recommend Council approve Change Order #3 to Contract No. 03-02 with
Holt Drilling Inc. Motion carried.
III. ISSUES
A. ORDINANCE NO. 5784, AMENDING AUBURN CITY CODE 12.60 ENTITLED "RIGHT-OF-
WAY PERMITS" FOR THE PURPOSE OF CLARIFYING THE PUBLIC WORKS COMMITTEE
INVOLVEMENT IN ISSUANCE
The Committee requested staff and City Attorney review and clarify the definition of civic
events.
It was moved by Councilmember Poe, seconded by Councilmember Cerino, that the
Committee recommend Council adopt Resolution No. 3508. Motion carried.
IV. DISCUSSION AND INFORMATION
A. REVIEW OF DRAFT 2004-2009 TRANSPORTATION IMPROVEMENT PLAN
Committee members reviewed the draft TIP in detail. Many projects listed were constructed in
prior years and are being completed in 2004. Several new projects were added.
Road construction improvement projects on C Street SW, Ellingson Road to 15th Street SW,
were combined into one project. Safeway's portion of the improvements qualifies as matching
funds in grant applications. The Committee requested staff investigate the possibility of doing
some of the improvements on 15th Street SW when King County installs sewer lines down that
street.
Adding a non -motorized trail along A Street SE, east of the railroad yard and west of A Street
would probably require moving one of the Burlington Northern tracks in the railroad yard.

Adding another trail down C Street SW from 3 d SW to 15th SW would be a connection
between 15th Street SW and the Interurban Trail and the trail on 3 d Street SW to the Transit
Station.
Staff is in the process of finalizing developer's agreements for project C207A, A Street NW
extension. The agreements would strengthen grant application packages by showing
developer support.
With funding for transportation projects projected to decrease, the Committee decided that
some projects should be moved into later years in order to balance the budget in the next
three year period. It is unsure if the City will receive any funds from the local vehicle license
fees, which are being held by the state. There is a slight increase projected from the motor
vehicle fuel tax, but no increase in REET. Traffic impact fee revenues are projected to be
$250,000 annually over the next six years.
The Committee requested staff investigate the possibility of applying for a Washington State
Public Works Trust Fund loan in the amount of $2 million for a period of not more than 10
years to address the deficit for road preservation projects.
B. WELL IMPACTS
The Committee heard a summary of information provided at a meeting of homeowners on
July 23, 2003. There have been nine well failings along 53 d Street east of Kersey Way,
recently reported to the City. Property owners questioned if the Segale mining operation drew
down the water tables in the area. Chair Wagner said he had done a site visit at the Segale
gravel pit. There was a 6 inch pipe with a water flow of approximately 400 gallons a minute,
but it was part of the recirculation of the mine's system, and it did not appear to impact the
water table.
Director Dowdy said there were a number of factors that could affect well failures, including the
drawdown of Lake Tapp's levels to record lows by PSE during the winter months, which is a
critical recharge time for the lake. This drawdown to record level allowed PSE to seal the
dikes, including two at the north end of the Lake. Those leaks, now plugged, may have also
fed the water table in the area. The fact that there has only been one inch of rain in the past
two months could also be a major factor in water levels.
Although the well failures are an issue for individual property owners, Director Dowdy stated
the City's role is to gather data and make it available to anyone. Using topographical maps,
the data gathered showed the wells that failed are around the 260' depth range. The City will
send letters to the property owners with information regarding the depth of the failing wells.
Other homes may have trouble with wells during late summer and fall and this would provide
them with some information about what is happening. It was recommended that City Attorney
Heid add a legal disclaimer with the letter to be sent to property owners to limit the City's
liability.
