CITY OF AUBURN
MUNICIPAL SERVICES COMMITTEE
MINUTES
August 4, 2003
CALL TO ORDER - 5:00 PM, CONFERENCE ROOM NO. 3
Chair Singer called the meeting to order at 5:00 PM in Conference Room 3
located on the second floor of Auburn City Hall, 25 W Main Street, Auburn.
Members included: Chair Singer and Vice Chair Wagner. Member Brothers was
excused. Staff members present included: Police Chief Jim Kelly, Fire Battalion
Chief Mike Gerber, Planning Director Paul Krauss, Public Works Director Dennis
Dowdy, City Attorney Dan Heid, Code Compliance Officer Mike Dunbar, and
Police Secretary Sara Shao-McVay. Fred Sears, new Public Works M&O
employee, was introduced.. Other guests in attendance included: Bill Peloza,
Virginia Haugen, Roxanne Bese and Diana Toledo from King County Licensing.
The meeting was tape recorded.
II. AGENDA MODIFICATIONS
Agenda modifications included the addition of Ordinance No. 5787 (please refer
to item IV.A.1 of these minutes).
III. CONSENT ITEMS
A. Approval of Minutes
Minutes of the July 21, 2003 Municipal Services Committee meeting.
Vice Chair Wagner moved and Chair Singer seconded to approve the
Consent Agenda.
MOTION CARRIED UNANIMOUSLY. 2-0.
IV. ORDINANCES AND RESOLUTIONS
A. Ordinances
1. Ordinance No. 5787
An Ordinance of the City of Auburn, Washington, creating a new
Chapter 13.14 of the Auburn City Code relating to water shortage
emergency response regulations as an emergency Ordinance.

Vice Chair Wagner questioned the wording on the sentence of
13.14.030 (F). City Attorney Heid agreed to make the revision and
have final form ready for the City Council meeting.
Vice Chair Wagner moved and Chair Singer seconded to
recommend approval of Ordinance 5787.
MOTION CARRIED UNANIMOUSLY. 2-0.
B. Resolutions
1. Resolution No. 3628
Resolution No. 3628 authorizes the Auburn City Council to accept
grant funds in the amount of Four Hundred Forty-five Thousand
Two Hundred Forty-two Dollars ($445,242.00) from the U.S.
Department of Transportation Federal Aviation Administration. This
grant requires a ten percent contribution from the City to fund the
rehabilitation of Runway 16/34 and construction of Runway 16
Holding Apron (Phase 1), and authorizing the execution of the grant
agreement.
Member Wagner questioned where in the Resolution it clarified the
amount was for half of the project. Planning & Community
Development Director Paul Krauss responded that there will be a
separate Resolution for the second -half of the project. A State
grant is being pursued which may reduce the City's ten percent
($90,000) contribution toward the project.
Vice Chair Wagner moved and Chair Singer seconded to
recommend approval of Resolution No. 3628.
MOTION CARRIED UNANIMOUSLY. 2-0.
V. INFORMATION/DISCUSSION ITEMS
A. Proposed Interlocal Agreement with King County for Taxi Regulation.
Code Compliance Officer Mike Dunbar introduced Roxanne Bese and
Diana Toledo from King County's Licensing Enforcement office.
Mr. Dunbar gave a brief overview of the escalating problems with
unregulated/unlicensed taxi drivers operating in the city, stating that
enforcing their operation was problematic. He reviewed the changes that
would need to be made to the existing ordinance: (1) Amend Chapter
5.20.230 to require a King County Taxi License for Cabs operating in
Auburn; (2) Adopt by reference Chapter 6.64 of the King County Code; (3)
Require an Auburn Business License for individual drivers of taxi
companies based in Auburn.

Roxanne Bese explained the basic concept of having King County do the
regulation — testing, licensing and enforcing taxi companies operating in
Auburn. She reported that the County is already regulating operations in
several South County cities, including: Bellevue, Burien, Covington, Port
of Seattle and others.
City Attorney Heid questioned whether King County's requirements would
coincide with those of Pierce County, since Auburn in located in both
counties. Ms. Bese indicated that King County requirements are more
stringent than those of Pierce County.
Police Chief Kelly questioned which agency would provide enforcement.
Ms. Bese reported that these employees are commissioned King County
deputies, though they are not uniformed, and drive unmarked police
vehicles.
The Committee members and City Attorney Heid concurred that an
agreement and ordinance should be presented together. City Attorney
Heid will be draft these documents and present them to the Committee at
the next meeting.
