The regular meeting of the Planning and Community Development Committee was held August
25, 2003 in Room 1 of the Auburn City Hall. Those members in attendance were:
Trish Borden -Chair, Stacey Brothers and Sue Singer
Guests: Bill Peloza , Lynn Norman
Staff Present: Mayor Lewis, Paul Krauss, Shirley Aird, David Osaki, and Carolyn Brown
The meeting was called to order by Trish Borden at 5:00 p.m.
ACTION:
The minutes of the August 11, 2003 meeting were approved as written.
DISCUSSION
1. Planning Director Krauss provided information regarding the Annexations and Budget
Advisory Task Force (BATF) recommendations. Even with the decrease in the population within
the unincorporated areas of King County, due to incorporations and annexations, the governing
body of King County has grown. The unincorporated areas that are left are not generating
enough income to run the county government. At this time local governments are not
represented in the King County Council. Some King County Council members are prone to help
their constituents first. Kirkland, Renton, Bellevue, Burien-White Center, Skyway -Seattle, and
Auburn are included in the BATF and King County has hired Karen Reed to facilitate the group.
September 17 will be the next BATF meeting. At this meeting they will discuss the fact that King
County wants the cities to absorb their Potential Annexation Areas (PAA) within 3 years.
Chair Borden asked about the agencies that are affected by the King County budget cuts. Staff
said that it was a lot of the Human Service type organizations.
The Lea Hill Annexation was discussed and Council member Singer added that the numbers
provided by a city study assumed that Lea Hill would have the same level of service as the rest
of Auburn. Planning Director Krauss said due to State initiatives and fire department funding
the dynamics of the annexation changed. Also, there is discussion about establishing a Valley
Fire District. Several reasons are driving this, and Fire Districts have a higher taxing authority
by state law.
Chair Borden asked what the higher tax is compared to. Planning Direct Krauss answered that
it is a tax that has a dedicated tax rate that is set by the state.
Council member Singer added that the Lea Hill Area annexations cannot move forward at this
time because of the current fire service. Director Krauss said the City is moving on the
annexations because of the Kent watershed area.
Also, discussed how the police department cost is based. Some areas of the City cost less to
police because of the type of crime, follow up calls, etc.
Mayor Lewis also noted that the City would like to obtain the money that King County has taken
in for park and traffic impact fees in Auburn's PAAs.
Planning Director Krauss said the meeting of the BATF will be continued and any policy
decision will come back to committee. Also, this issue will on the agenda for the GMPC meeting
in September.

Item 2 on the Human Services Funding Recommendations was presented by Shirley Aird,
Planner. There was a brief discussion on the handout that detailed the agencies the Human
Services Committee (HSC) has recommended for 2004. The City may have some designated
CDBG administrative money to go back into the budget and that will probably be allocated to
Housing Repair. The recommendations will now go to Finance and Muni Services committees.
The block grant public hearing will likely be sometime in early November.
Chair Borden asked when the HSC first reviewed this information. Planner Aird said the HSC
saw the applications in early June.
Planning Director Krauss indicated left over Administrative money has to go to Capital requests.
Also, the City of Auburn and Kent have a good program by sharing the housing repair requests.
INFORMATION
No discussion on the petition from Citizens of Auburn against censorship.
Planner Osaki provided a matrix for committee that broke down the net fee obligations identified
by Auburn and Kent school districts. Council member Singer asked Planner Osaki to ask the
school district if their request to increase school impact fees is from school staff or from the
school board. Council member Singer would also like to see if it went to a board vote. Planning
Director Krauss said it is probably in their Capital Facilities Plan.
Council member Singer added that the Capital Facilities Plan is a request and not a vote.
Planning Director Krauss said we could ask for a copy of the minutes when the request was
made.
Chair Borden said that the request would carry more weight if voted on by the school board.
On information item 3 regarding the costs of posting legal notices, Planning Director Krauss is
still trying to get it through the Planning Commission process. Council member Singer said she
would like to see it come to PCD.
