Background Summary:
Last spring the City retained W&H Pacific to undertake design engineering and preparation of bid
documents for the Runway Rehabilitation project at Auburn Municipal Airport. Design documents are
being prepared and worked through both staff and the Airport Advisory Board. The original construction
program was estimated to cost about $500,000 (depending upon bids) with 90% funded by grants from
the FAA. The FAA has already approved this grant and the Council approved its acceptance.
During the course of the design process, the FAA required changes to the scope of the project and
another design issue was clarified, both of which are resulting in increased costs. The major item is the
FAA's new requirement that subsurface drains be provided along the runway to protect the subgrade.
These were not included in the original construction nor were they envisioned when the FAA approved
the project last year. The drain system is quite costly but is intended to extend the useful life of the
pavement. The second change is to the pavement cross section that is also being required by the FAA.
The FAA has agreed in principal to a Phase II grant to cover 90% of the $900,000 total cost currently
projected and will process this as soon as Congress acts upon the Agencies 2004 budget. These
changes have also resulted in an increase in W&H's budget for design and construction services which
are a component of the total projected cost indicated above.
W&H Pacific has been asked to provide supplemental design and construction phase services pertaining
to subsurface edge drains on Runway 16-34 and on new hold apron pavement construction as detailed in
the attached Amendment No. 1. The amount for design phase services is increased by $19,686.00. The
amount for construction phase services is increased by $13,392.00.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE
AMENDMENT NUMBER ONE TO THE CITY'S
CONTRACT WITH W & H PACIFIC, INC.
WHEREAS, the City of Auburn is engaged in various municipal functions,
including airport operations; and
WHEREAS, the City Council approved a contract with W & H Pacific, Inc.,
for design engineering and bid preparation for the City of Auburn Municipal
Airport runway rehabilitation project, which contract was approved by Resolution
3599; and
WHEREAS, the contract with W & H Pacific, Inc., needs to be amended to
accommodate the need for supplemental design and construction pertaining to
subsurface edge drains on Runway 16-34, and new hold apron pavement
construction.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. That the Mayor and the City Clerk are authorized to execute
Amendment Number One to the agreement with W & H Pacific, Inc., approved by
Resolution Number 3599 in substantial conformity with the Amendment attached
hereto, marked as Exhibit "A" and incorporated herein by this reference.
Section 2. That the Mayor is authorized to implement such administrative
procedures as may be necessary to carry out the directives of this legislation.

Section 3. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.

AUBURN MUNICIPAL AIRPORT
Amendment No. 1 to
Agreement Dated May 19, 2003
Between the City of Auburn and W&H Pacific, Inc.
Whereas the City of Auburn, hereinafter called OWNER, requests services in addition to the
services described in above said agreement.
Whereas, W&H Pacific, Inc., hereinafter called WHP, shall provide additional services for the
OWNER in accordance with above said agreement. Said services shall constitute Extra Services.
By mutual agreement, consent, and benefit, the OWNER and WHP do hereby modify and amend
the above said agreement in the following manner:
EXHIBIT "A" SCOPE OF SERVICES add the following:
Provide supplemental design and construction phase services pertaining to subsurface edge drains on
Runway 16-34 and on new hold apron pavement construction as detailed in the attached Amendment No.
1, Exhibit A.
Paragraph 3.a., Payments to ENGINEER, add the following:
1. For Extra Services as set forth in Amendment No. 1, the not -to -exceed amount for Design
Phase Services shall be increased by $19,686.00, from $74,916.80 to $94,602.80.
2. For Extra Services as set forth in Amendment No. 1, the not -to -exceed amount for
Construction Phase Services shall be increased by $13,392.00, from $43,088.40 $56,480.40.
The fee for Optional Services shall remain unchanged.
In performing the above, it is understood and agreed that all other terms and conditions of the
original agreement are still in effect.
IN WITNESS WHEREOF, the OWNER and WHP have executed this Agreement the day and year

SCOPE OF SERVICES
AUBURN MUNICIPAL AIRPORT
2003 RUNWAY IMPROVEMENTS
AMENDMENT #1
Description of Project
The City of Auburn proposes the following supplemental improvements to the Auburn Municipal Airport:
1. Install subsurface edge drains on Runway 16-34 and on new hold apron pavement construction.
Scope of Services
The Consultant shall provide the following Specified Services for the Project as described below. All
engineering work shall be performed using accepted engineering principles and practices and shall
provide quality products that meet or exceed industry standards. Designs shall be in accordance with
FAAAdvisory Circular 150/5300-13 Airport Design and related circulars.
Supplemental Design Phase Services
The Consultant shall provide the following services, in addition to those included in the original contract,
during the design phase of this project.
2. Provide project management and administration, liaison with the City, prepare monthly
progress reports and/or invoices, and manage subconsultants for the supplemental design
phase services.

Provide surveying services as follows:
a. Conduct a topographic survey of the existing ground surface in the vicinity of the proposed
edge drain improvements for use in development of construction plans, including standard
topographic surveying methods in infield grass areas and all other survey areas. The
topographic survey work shall include the survey of existing surface features, including, but
not limited to, catch basins, lights, signs, all other electrical surface features, and known
utilities.
Provide a summary of new project elements to City personnel responsible for the preparation
of a SEPA checklist.
Prepare preliminary construction plans for the edge drains. See Exhibit A-1 for estimated
sheet count.
9. Prepare preliminary bid items and technical specifications for the construction of edge
drains. Contract documents shall include FAA technical specifications and general
provisions.
10. Update the project phasing plan to incorporate the construction of edge drains. Attend one
meeting with Airport Advisory Board to review updated phasing plan and revise as necessary.

14. Update final construction cost estimates.
16. Submit final plans, contract documents, and technical specifications for review and approval
by the City and FAA.
18. Prepare a Stormwater Pollution Prevention Plan and NPDES Construction Permit
Application. Submit to the Department of Ecology to obtain the permit.
Supplemental Construction Phase Services
Provide project management and administration, liaison with the City, prepare monthly
progress reports and/or invoices, and manage subconsultants for the construction phase
services for an additional nineteen (19) days.
8. Review contractor subsurface edge drain submittals.
9. Provide construction administration for an additional nineteen (19) days, to include
preparation of change orders, if required; preparation and submittal of daily and weekly
inspection reports; and preparation of monthly construction pay estimates for City approval
and processing. Conduct one meeting weekly at the Airport offices to coordinate progress of
the construction work with City staff, Airport tenants, and the Contractor.
10. Provide resident engineer for an additional nineteen (19) calendar days to monitor and
document construction progress; confirm conformance with schedules, plans and
specifications; measure and document construction pay quantities; document significant
conversations or situations; document input or visits by local authorities; etc.
Amendment Assumptions
• No boundary survey is included in this item.
• No wetland delineations, permits or approvals will be necessary for wetlands.
• The City will prepare and submit a SEPA checklist as needed.
• No floodplain permits are required.
• A biological evaluation is not required.
• Construction observation is based on estimated construction duration
Resident engineering is based on a three-week period of 8 hours per day,
a four-week period of 8 hours per day, 2 days per week.
