Background Summary: The City of Auburn has been approved to receive a 2003 Department of Justice Local Law Enforcement Block Grant in the amount of $35,416. In accordance with the grant requirements, the City established an advisory committee to make non-binding recommendations concerning the use of the grant. The advisory committee recommends using the grant funds for overtime costs of officers associated with the Community Oriented Policing Program. This grant requires a cash match from the City of Auburn in the amount of $3,935. Matching contributions need not be applied at the exact time or in proportion to the obligation of Federal funds. However, the full match amount must be obligated and expended prior to the end of the project period. The City of Auburn has received this grant in previous years, using the funds for this purpose. [] Other [] Public Works [] Human Resources Action: Committee Approval: []Yes []No Council Approval: []Yes []No Call for Public Hearing / /__ Referred to Until / / Tabled Until / / Councilmember: Singer Staff: Kelly/Krauss Meeting Date: October 20, 2003 Item Number: II.A.1 AUBURN * THAN YOU IMAGINED Minutes Local Law Enforcement Block Grant Advisory Committee SEPTEMBER 30, 2003 The Local Law Enforcement Block Grant Advisory Committee convened at 8:00 AM on September 30, 2003 in Conference Room 2 at Auburn City Hall Committee Representatives Present: Bill Waldroop Kathy Emmert Tim Cummins Dan Heid Brenda Heineman Police Department Block Watch Program Volunteer Auburn School District Prosecutor's Office Court Staff: Al Hicks City of Auburn Planning Department Al Hicks reviewed the Local Law Enforcement Block Grant Program and the purpose of the grant. Bill Waldroop expressed that the police advocated using the grant to pay for overtime for officers engaged in community policing. Bill explained that Community Policing enabled police officers to work in specific neighborhoods for a protracted period of time, become knowledgeable about their neighborhoods and develop relationships with residents and businesses. Developing a rapport with the neighborhood enables officers to problem solve with residents as well as build trust and communication while enhancing the officer's ability to recognize those conditions requiring a law enforcement response. Much of this work is performed in addition to the regular duties of police officers. Moved by Brenda Heineman to recommend use of the 2003 Local Law Enforcement Block Grant for overtime costs for officers engaged in Community Oriented Policing programs.
