HomeMy WebLinkAbout10-20-2003 Item III-DWASHINGTON MINUTES FINANCE COMMITTEE OCTOBER 6, 2003 CALL TO ORDER Chair Fred Poe called the meeting to order at 6:30 PM in the Council Conference Room, located in City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Chair Poe, Vice Chair Gene Cerino and Member Nancy Backus. Others present included Mayor Peter B. Lewis, Finance Director Shelley Coleman, City Attorney Daniel B. Heid, Employee Relations and Compensation Manager John Fletcher, Ms. Lynn Norman, Mr. Bill Peloza, Mr. Tom Gaetz, and City Clerk Danielle Daskam. II. APPROVAL OF MINUTES A. Minutes of the September 15, 2003 Finance Committee meeting. Vice Chair Cerino moved and Member Backus seconded to approve the minutes as distributed. MOTION CARRIED UNANIMOUSLY. 3-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 324391 through 324929 in the amount of $2,335,989.92 and dated October 6, 2003. 2. Payroll F4.9.2 Payroll check numbers 505746 to 505919 in the amount of $294,062.87 and electronic deposit transmissions in the amount of $917,550.92 for a grand total of $1,211,613.79 for Page 1 Finance Committee Minutes October 6, 2003 the pay period covering September 12, 2003 to October 1, 2003. B. Surplus Property 1. Planning Department City Council to authorize the surplus and disposal of the following items: 1 - freestanding podium 1 - 30" X 96" folding table 1 - 30" X 48" desk 1 - 36" round table 1 — 5 shelf metal storage unit 1 — side chair 1 - 30" x 48" metal desk 4 — metal brochure racks 7 — 30" x 60" folding tables 1 — Message Display Cabinet Committee members reviewed the consent items. Vice Chair Cerino moved and Member Backus seconded to approve the consent items. MOTION CARRIED UNANIMOUSLY. 3-0. IV. ORDINANCES AND RESOLUTIONS There were no ordinances or resolutions for Committee review. V. DISCUSSION ITEMS A. City Council and Mayor 2004 Budget Finance Director Coleman presented the City Council and Mayor budgets for 2004. She noted that a portion of professional services for intergovernmental relations was moved to salaries and wages. In response to a question from Member Backus, Director Coleman explained that interfund rentals and leases include expenses for the Mayor's automobile, copy machine lease, and print shop expenses. Mayor Lewis noted that there are no increases in the budgets presented this evening other than union contract costs and Page 2 Finance Committee Minutes October 6, 2003 expenses associated with increased cost of materials or services from outside vendors. However, budget increases will be approximately 107% of the 2003 budget while income in property tax is limited to a one percent increase and sales tax income is expected to increase approximately two percent. Therefore, budgets will be adjusted and staff will continue to work with the state to identify additional revenue sources. B. Legal Department 2004 Budget City Attorney Heid presented the Legal Department budget for 2004. He explained that the proposed 2004 budget is essentially unchanged from the 2003 budget. There were no questions from the Committee. C. School Impact Fees Finance Director Coleman presented the Auburn School District's request to increase school impact fees to $4,500 for single family and $1,200 for multi -family units. The City currently collects $2,500 for single family and $1,000 for multi -family units. The City's school impact fees were implemented in 1999. Director Coleman presented a handout comparing the school impact fees assessed by other jurisdictions. An Auburn School District fund balance report of the impact fees collected from September 1, 2002 to August 31, 2003, and an expenditure detail report were also presented. Committee members discussed the requested increase. Vice Chair Cerino spoke in favor of a reasonable increase in multi -family impact fee and a minimal increase in the single-family impact fee. Member Backus spoke against increasing the impact fee to the full amount requested, which would give Auburn the highest school impact fee in the area. Chair Poe indicated he is opposed to impact fees generally. Mayor Lewis recalled that the City Council initially implemented school impact fees based on an average of the Pierce County impact fee and other local jurisdictions' school impact fees. Vice Chair Cerino suggested increasing the fees 20% to $3,000 for single family and $1,200 for multi -family units. Upon further discussion, Vice Chair Cerino moved and Member Backus seconded to recommend increases in school impact fees of Page 3 Finance Committee Minutes October 6, 2003 20% for multi -family housing units to $1,200 and 30% for single- family units to $3,250. MOTION CARRIED UNANIMOUSLY. 3-0. D. Draft Ordinance No. 5788 — Travel Advance Fund Finance Director Coleman explained that the travel advance fund is a separate bank account utilized to advance or reimburse employees' travel expenses for meals, lodging, transportation and other approved travel expenses. The account limit is currently established at $2,000 and is routinely reimbursed by the City's general account. Staff requests that the City Council authorize an increase of the Advance Travel Expense Revolving Fund from $2,000 to $5,000 in order to cover the requests for advance or reimbursement of travel expenses and to reduce the frequency of reimbursing the account. Vice Chair Cerino moved and Member Backus seconded to recommend Council approval of Ordinance No. 5788. MOTION CARRIED UNANIMOUSLY. 3-0. Ordinance No. 5788 will be presented to the full Council on October 20, 2003. E. City Hall Restroom Remodel Finance Director Coleman presented a request for Council consideration to approve the remodel of City Hall's first floor restrooms to make them consistent with the Americans with Disabilities Act (ADA). Director Coleman advised that the work would be performed this year utilizing funds set aside for HVAC maintenance work. It was consensus of the Committee to proceed with the project. VI.
