Background Summary: The City of Auburn received Lea Hill Park from King County in 2003. Improvements are needed at the site to extend the playing season capabilities and number of days in which the field can be used. Improvements to the field will include installation of a drainage system, new dugouts, bleachers, infield material, and a portable mound. Green River Community College is one of the primary users of the field, and has agreed to partner in this project by committing $5,000 in cash and $2,500 of in-kind service towards its completion. The City will provide staff time to design and develop the site. Upon completion, GRCC, Auburn Little League, and the City will use the field. The City plans to apply to the Washington State Interagency Committee for Outdoor Recreation (lAC) Washington Youth Athletic Facilities Grant Program for $20,000 to assist with this project. WHEREAS, the City of Auburn owns Lea Hill Park and its facilities, and manages all maintenance neCessary for the full public use of the park; and WHEREAS, Green River Community College (GRCC), in a cooperative agreement with CITY, schedules the use of, and performs supplemental maintenance on, the ball field; and WHEREAS, improVements are desired by both parties to enable us to extend the playing season and the number of days in which the fields can be utilized; and WHEREAS, GRCC is willing to participate in the funding of making improvements to field conditions with the commitment of Five Thousand and NO/100 Dollars ($5,000.00) in cash and Two Thousand Five Hundred and No/100 Dollars ($2,500.00) in in-kind services; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH RESOLVES THAT: Section 1. The Mayor and City Clerk of the City of Auburn are herewith authorized to grant permission to the Parks and Recreation Department Resolution No. 3654 October 23, 2003 Page 1 of 3 to apply for funding assistance in the amount of Twenty Thousand and No/100 Dollars ($20,000,00) to make improvements to the field, which will include installation of a drainage system, new dugouts, bleachers, installation of infield material and a portable mound. Section 2. The Mayor is authorized to implement such other administrative procedures as may be necessary to carry out the directives of this legislation. Section 3. This.
