CALL TO ORDER
CITY COUNCIL
MEETING MINUTES
November 3, 2003 7:30 PM
A. Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 PM and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Trish Borden, Fred Poe, Sue Singer, Stacey
Brothers, Gene Cerino, and Nancy Backus.
Staff members present included: Transportation Planning/Grants
Manager Emily Terrell, Public Works Director Dennis Dowdy,
Planning and Community Development Director Paul Krauss,
Parks and Recreation Director Daryl Faber, Director of Human
Resources/Risk Management Brenda Heineman, City Attorney
Daniel B. Heid, Information Systems Administrator Lorrie Rempher,
Finance Director Shelley Coleman, Police Chief Jim Kelly, Fire
Chief Bob Johnson, Financial Planning Manager Dawna Truman,
and City Clerk Danielle Daskam.
C. Announcements and Appointments
1. Announcements
a) Staff Presentation on Needs Assessment Phase of
the Comprehensive Transportation Plan
Transportation Planning/Grants Manager Emily
Terrell explained that the Comprehensive
Transportation Plan is updated every five years. The
outcome is a six-year plan as well as a twenty-year
vision plan. Ms. Terrell displayed the Comprehensive
Transportation Plan maps and stated that the maps

were displayed at the open house held October 23,
2003 and also at the Reaching Out Fair.
Ms. Terrell distributed handouts of the results of the
needs assessment phase of the Comprehensive
Transportation Plan and presented an overhead
display of the Comprehensive Transportation Plan
maps. The needs assessment includes a summary of
comments from the Technical Advisory Committee as
well as public comments received at the open house
and the Reaching Out Fair. On November 19, 2003,
staff will begin canvassing various neighborhoods in
order to collect additional public input and to form
focus groups.
Ms. Terrell reviewed the various Comprehensive
Transportation Plan maps. Ms. Terrell reviewed
traffic volumes throughout the City and noted that 15th
Street NW between Auburn Way North and State
Route 167 carries more traffic volume than any other
road in the City. Traffic volume on this stretch of road
is approximately 45,000 vehicles per day.
Ms. Terrell explained that the Comprehensive
Transportation Plan considers various routes
including freight, arterials, non -motorized, and local
and regional transit transportation routes. Due to
budget constraints, King County will not be expanding
public transit transportation routes. The
Comprehensive Transportation Plan also addresses
growth issues, such as population, employment, and
future potential projects.

II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE

1. 2004 Preliminary Budget
The 2004 Preliminary Budget for the fiscal year January 1,
2004 through December 31, 2004 has been placed on file
with the City Clerk. The public is encouraged to provide
written or verbal testimony on any provision of the proposed
2004 Budget.
Finance Director Shelley Coleman presented a Power Point
slide presentation and reviewed the calendar related to the
2004 Budget and adoption thereof.
Director Coleman reported that the property tax levy
ordinance proposes a one percent increase for 2004
collections. The total increase in property tax revenue is
$415,150.
Mayor Lewis opened the public hearing.
Virginia Haugen, 2503 "R" Street SE, Auburn
Ms. Haugen commented on Council Committee discussions
related to school impact fees.
Mayor Lewis closed the public hearing.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue.
Virginia Haugen, 2503 "R" Street SE, Auburn
Ms. Haugen quoted a letter published in the King County Journal
on October 31, 2003 related to executive sessions held during
public meetings. Ms. Haugen expressed displeasure related to
matters that are discussed during executive sessions. Ms. Haugen
also expressed displeasure with service provided to her related to
obtaining information from City staff. Ms. Haugen thanked the
Auburn Police Department for services recently provided to her
family members.

III. COUNCIL COMMITTEE REPORTS

A. Municipal Services
Chair Singer reported that the Municipal Services Committee met
this evening at 5:00. The Committee discussed the Auburn Station
Commercial Improvements project and the 2004 House Demolition
project. The Committee also discussed the Auburn School District
request related to school impact fees, the Capital Facilities Plan
update, the Airport ground lease enhancements, and the Auburn
Station commercial space. The next regular meeting of the
Municipal Services Committee is scheduled for November 17, 2003
at 5:00 PM.
B. Planning & Community Development
Chair Borden reported that the Planning and Community
Development Committee met October 27, 2003 at 5:00 PM. The
Committee discussed the proposed rezone related to the Heer
annexation project and the Auburn School District request related
to school impact fees. The Committee recommended increasing
school impact fees to $4,000 for single-family residences and
$1,200 for multi -family residences. The Committee also discussed
and recommended approval of Comprehensive Plan Amendments,
excluding CPM #7. The Committee recommended denial of CPM
#7. The next regular meeting of the Planning and Community
Development Committee is scheduled for November 10, 2003 at
5:00 PM.
C. Public Works
Chair Wagner reported that the Public Works Committee met
October 27, 2003 at 5:30 PM. The Committee discussed and
recommended approval of contract administration items. The
Committee also discussed angled parking in public right-of-way,
on-call consultant agreements for 2004, and the Capital Facilities
Plan. The next regular meeting of the Public Works Committee is
scheduled for November 10, 2003 at 5:30 PM.
D. Finance
Chair Poe reported that the Finance Committee met this evening at
6:30. The Committee discussed and recommended approval of
claims and payroll vouchers and Ordinance No. 5796. The
Committee also discussed and recommended increasing school
impact fees to $3,000 for single-family units and $1,200 for multi-
family units beginning January 1, 2004; then increasing school
impact fees to $4,000 for single-family units and $1,200 for multi -

family units beginning January 1, 2005. The Committee further
recommended that, beginning January 1, 2006 and thereafter,
school impact fees be increased annually according to the Auburn
School District's Capital Facilities Plan update to the City of Auburn
Comprehensive Plan. The next regular meeting of the Finance
Committee is scheduled for November 17, 2003 at 6:30 PM.

At this time Councilmembers may report on items not specifically
described on the agenda, which are of interest to the community.
There were no Councilmember reports.

Councilmember Poe moved and Councilmember Cerino
seconded to introduce and adopt Ordinance No. 5796.

A Resolution of the City Council of the City of Auburn,
Washington authorizing the Mayor and City Clerk to give the
Auburn Parks and Recreation Department permission to
apply for funding assistance from the State of Washington
Interagency Committee for Outdoor Recreation (IAC), in the
amount of Twenty Thousand and No/100 Dollars, to make
maintenance improvements to Lea Hill Park
Councilmember Borden moved and Councilmember Singer
seconded to adopt Resolution No. 3654.
