The Cultural Development Authority of King County (the CDA) awarded a grant to the Auburn Arts
Commission in the amount of $4,000. This award is from their Cultural Arts Education Program. We
apply for the grant every two years through a competitive process. The County allocates the actual
funding award annually.
In the last funding cycle for 2003, the Auburn Arts Commission distributed these funds to finance artist
residency workshops and performances for children on the elementary school level at Gildo Rey and in
the greater Auburn School District elementary schools. In addition, children experience hands-on
involvement in the development and production of live BRAVO! performances.
For support of all programs and activities, the Auburn Arts Commission requires the organization to
acknowledge support by the CDA and the City of Auburn Arts Commission on programs and other
appropriate printed materials.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON APPROVING ACCEPTANCE OF
THE CULTURAL DEVELOPMENT AUTHORITY OF KING
COUNTY (THE CDA) APPROPRIATION AND
EXPENDITURE OF GRANT FUNDS IN THE AMOUNT OF
FOUR THOUSAND AND NO/100 DOLLARS ($4,000.00)
AND AUTHORIZING THE MAYOR TO EXECUTE
AGREEMENT NO. 103343
WHEREAS, the City of Auburn Arts Commission submitted an application
for the Cultural Arts Education program; and
WHEREAS, acceptance of the grant will benefit the citizens of Auburn;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH
RESOLVES THAT:
Section 1. The City Council hereby approves the expenditure and
appropriation of the CDA grant funds in the amount of FOUR THOUSAND and
NO/100 DOLLARS ($4,000.00) pursuant to Agreement No. 103343 between the
CDA and the City of Auburn.
Section 2. The Mayor and City Clerk of the City of Auburn are hereby
authorized to execute Agreement No. 103343, which is attached hereto and
designated Exhibit "1" and is incorporated herein by this reference between The
CDA and the City of Auburn Arts Commission in accordance with the application
submitted by the Auburn Arts Commission.
Section 3. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directions of this
Resolution No. 3656

legislation, including assuring that the grant fund appropriation is included in the
appropriate budget documents of the City.
Section 4. This resolution shall take effect and be in full force upon
passage and signature hereon.

THIS CONTRACT is entered into by the CULTURAL DEVELOPMENT AUTHORITY OF KING COUNTY
(the "CDA"), whose address is 506 Second Avenue, Ste 200, Seattle, WA 98104-2307 and telephone
number is (206) 296-7580 and the City of Auburn - Arts Commission (the "Contractor"), whose address is
25 West Main Street, Auburn WA 98001 and telephone number is (253) 804-5057. Contractor is an art,
cultural or historical organization or specialist qualified to receive funds pursuant to King County Code
Sections 2.48 and 4.42 and RCW 67.28.180 and as hereinafter may be amended. The CDA Board
approved providing funds for this project by Motion No. 2003-22.
The CDA desires to provide funds with which the Contractor shall render certain services to King County
citizens. Such services are for the benefit of art museums, cultural museums, heritage museums, the arts,
and/or the performing arts and are consistant with those defined in RCW 67.28.180 ("Public Benefit
Services").
The CDA is organized pursuant to King County Ordinance 14482 and RCW 35.21.730, et seq. RCW
35.21.750 provides as follows: "[All] liabilities incurred by such public corporation, commission, or authority
shall be satisfied exclusively from the assets and properties of such public corporation, commission or
authority and no creditor or other person shall have any dght of action against the city, town, or county
creating such corporation, commission, or authority on account of any debts, obligations, or liabilities of
such public corporation, commission, or authority."
The legislative authority of the CDA has found and declared that providing funds to Contractor to reimburse
Project costs in consideration of services provided hereunder COnstitutes a public purpose with the meaning
of Article VII, Section I of the Washington State Constitution for which public funds may properly be
expended or advanced.
NOW, THEREFORE, in consideration of payments, covenants, and agreements hereinafter mentioned, to
be made and performed by the parties hereto, the parties covenant and do mutually agree as follows:

I. SCOPE OF SERVICES
A. The Contractor shall provide services and comply with the requirements set forth hereinafter and
in the following attached exhibits which are incorporated herein by reference:

B. Purchase of Services. Funds awarded under this Agreement shall be used solely to reimburse
the Contractor for expenses incurred expressly and solely in accordance with the Project Proposal and
Budget and/or the Specific Scope of Services attached. Any amendment or modification to the Project
Proposal and Budget or the Specific Scope of Services and Payment Schedule must be approved in writing
by the CDA. The work described generally by the Project Proposal and Budget and more specifically by
the Specific Scope of Services shall hereinafter be referred to as the "Project".
C. In addition to performing the Project, Contractor shall provide any Public Benefit Provisions that
may be specified in the Specific Scope of Services attached.
D. The Contractor agrees to acknowledge the CDA as a source of support for the Project in
prominently located permanent signage utilizing the following logo:

E. The Contractor agrees to notify the CDA in advance of any public Project activities, including but
not limited to ground breaking events, dedications, and other public programs.
II. DURATION OF CONTRACT
This Agreement shall commence on September 1st, 2003 and shall terminate on June 30th, 2004.
This Agreement, however, may be terminated earlier as provided in Section IV hereof.
III. COMPENSATION AND METHOD OF PAYMENT
A. The CDA shall reimburse the ContractOr for.its actual and authorized expenditures incurred in
satisfactorily completing the Specific Scope of Services attached and otherwise fulfilling all requirements
specified in this contract in an aggregate amount not to exceed $4,000.00.

B. Contractor may apply to the CDA for reimbursement upon completion of specified phases as
detailed in the Specific Scope of Services and Reimbursement Schedule attached to this contract.
C. Contractor shall submit an invoice and all accompanying repods in the forms attached hereto as
',EXHIBITS", not more than 30 days after the completion of each specified phase identified in the Specific
Scope of Services and Reimbursement Schedule. The CDA will initiate authorization for payment after
approval of corrected invoices and reports. The CDA shall make payment to the Agency not more than 60
days after the appropriate invoice is received.
D. Contractor shall submit its final invoice and all outstanding reports within 30 days of the date this
Agreement terminates. If the Agency's final invoice and reports are not submitted by the day specified in
this subsection, the CDA will be relieved of all liability for payment to the Agency of the amounts set fodh in
said invoice or any subsequent invoice
E. Accompanying the final invoice for the project, the Contractor shall also submit:
1. A project evaluation report upon the form provided by CDA. -
2. If CDA requests, at least two images (prints, slides, or digital images accompanied by a
high-quality print-out) of publishable quality for use by the CDA to publicize its funding programs. Photos
shall have credits, caption information, and permission to publish.
F. If the Contractor fails to comply with any terms or conditions of this contract or to provide in any
manner the work or services agreed to herein, the CDA may withhold any payment to the Contractor until
the CDA is satisfied that corrective action, as specified by the CDA, has been completed. This right is in
addition to and not in lieu of the CDA right to terminate this contract as provided in Section IV, any other
rights of CDA under this Agreement and any other right or remedy available to CDA at law or in equity.
IV.. TERMINATION OF AGREEMENT
A. If, through any cause, the Contractor shall fail to fulfill in a timely and proper manner its
obligations under this Agreement or if the Contractor shall violate any of its covenants, agreements or
stipulations of this Agreement, the CDA may terminate this Agreement and withhold the remaining
allocation. Prior to so terminating this Agreement, CDA shall submit written notice to the Contractor
describing such default or violation. The CDA shall not so terminate this Agreement if CDA determines that
Contractor has, within twenty (20) days of the date of such notice, fully corrected such default or violation.
V. MAINTENANCE OF RECORDS
A. The Contractor shall maintain accounts and records, including personnel, property, financial, and
programmatic records and other such records as may be deemed necessary by the CDA to ensure proper
accounting for all contract funds and compliance with this Agreement. All such records shall sufficiently and
properly reflect all direct and indirect costs of any nature expended and services provided in the
performance of this Agreement.
B. These records shall be maintained for a period of six (6) years after termination of this
Agreement unless a longer retention period is required by law.

VI. AUDITS AND EVALUATIONS
A. The records and documents with respect to all matters covered by this Agreement shall be
subject at all times to inspection, review or audit by the CDA and/or federal/state offiCials so authorized by
law during the performance of this Agreement and six (6) years after termination hereof.
B. The Contractor shall provide right of access to its facilities, including by any subcontractor to the
CD^, the King County, state and/or federal agencies or officials at all reasonable times in order to monitor
and evaluate the services provided under this Agreement. The CD^ will give advance notice to the
Contractor in the case of fiscal audits to be conducted by the CDA.
C. The Contractor agrees to cooperate with the CDA in the evaluation of the Contractor's
performance under this contract and to make available all information reasonably required by any such
evaluation process. The results and records of said evaluations shall be maintained and disclosed in
accordance with RCW Chapter 42.17 (Public Records Act).
VII. PROPRIETARY RIGHTS
If any patentable or copyrightable matedal or article should result from the Project, all rights
accruing from such material or article shall be the sole property of Contractor. Contractor agrees to and
does hereby grant to the CDA, an irrevocable, nonexclusive, and royalty-free license to use, according to
law, any material or article and use any method that may be developed as part of the work under this
Agreement. The foregoing license shall not apply to existing training materials, consulting aids, checklists,
and other materials and documents of Contractor which are modified for use in the performance of this
Agreement.
VIII. FUTURE SUPPORT
CDA makes no commitment to support the services contracted for herein nor guarantee regarding
the success of the services and assumes no obligation for future support of the Project except as expressly
set forth in this Agreement.
IX. HOLD HARMLESS AND INDEMNIFICATION
A. In providing services under this Agreement, the Contractor is an independent contractor, and
shall determine the means of accomplishing the results contemplated by this Agreement. Neither the
Contractor nor its officers, agents or employees are employees of the CDA for any purpose. The
Contractor shall comply with all applicable federal and state laws and regulations regarding employment,
minimum wages and hours, and discrimination in employment. The Contractor is responsible for
determining the compensation of its employees, for payment of such compensation, and for all federal
and/or state tax, industrial insurance, and Social Secudty liability that may result from the performance of
and compensation for these services. The Contractor and its officers, agents, and employees shall make
no claim of career Service or civil service rights which may accrue to a CDA employee under state or local
law. The CDA assumes no responsibility for the payment of any compensation, wages, benefits, or taxes
by, or on behalf of the Contractor, its employees and/or others by reason of this Agreement. The
Contractor shall protect, defend, indemnify and save harmleSs the CDA and its officers, agents, and
employees from and against any and all claims, costs, and/or losses whatsoever occurring or resulting from
(1) the Contractor's failure to pay any such compensation, wages, benefits, or taxes; (2) the supplying to
the Contractor of work, services, materials, or supplies by Contractor employees or other suppliers in
connection with or support of the performance of this Agreement. The Contractor shall also defend,
indemnify, and save harmless the CDA, and its officers, agents, and employees, from and against any and
all claims made by Contractor's employees arising from their employment with Contractor.

B. To the full extent provided by applicable law, the Contractor shall protect, defend, indemnify, and
save harmless the 'CDA its officers, employees, and agents from any and all costs, claims, judgments,
and/or awards of damages, arising out of or in any way resulting from the acts or omissions of the
Contractor, its officers, employees, and/or agents, except to the extent resulting from the CD^'s sole
negligence. If this Agreement is a "a covenant, promise, agreement or understanding in, or in connection
with or collateral to, a contract or agreement relative to the construction, alteration, repair, addition to,
subtraction from, improvement to, or maintenance of, any building, highway, road, railroad, excavation, or
other structure, project, development, or improvement attached to real estate" within the meaning of RCVV
4.24.225, the Contractor shall so protect, defend, indemnify, and save harmless the CDA its officers,
employees, and agents only to the extent of the Contractor's, its officers', employees', and/or agents'
negligence. The Contractor agrees that its obligations under this subparagraph extend to any claim,
demand, and/or cause of action brought by or on behalf of any employees, or agents. For the purpose, the
Contractor, by mutual negotiation, hereby waives, as respects the CDA only, any immunity that would
otherwise be available against such claims under the Industrial Insurance provisions of Title 51 RCW. In
the event the CDA incurs any judgment, award and/or cost arising there from including attorney's fees to
enforce the provisions of this article, all such fees, expenses, and costs shall be recoverable from the
COntractor. Claims shall include, but are not limited to, assertions that the use or transfer of any software,
book, document, report, film, tape or sound reproduction or material of any kind, delivered hereunder,
constitutes an infringement of any copyright, patent, trademark, trade name, and/or otherwise results in
unfair trade practice.
X. INSURANCE REQUIREMENTS
The Contractor shall procure and maintain for the duration of this Agreement insurance as
described on the Exhibit labeled as Insurance Requirements attached here to.
Xl. CONFLICT OF INTEREST
Chapter 42.23 RCW (Code Of Ethics For Municipal Officers--Contract Interests) is incorporated by
reference as if fully set forth herein and the Contractor agrees to abide by all the conditions of said Chapter.
Failure by the Contractor to comply with any requirements of such Chapter shall be a material breach of
contract.
In addition, Contractor represents, warrants and covenants that no officer, employee, or agent of the
CDA who exercises any functions or responsibilities in connection with the planning and implementation of
the Specific Scope of Contract Services funded herein, has or shall have any beneficial interest, directly or
indirectly, in this contract. The Contractor further represents, warrants and covenants neither it nor any
other person beneficially interested in this Agreement has offered to give or given any such officer,
employee, or agent of the CDA, directly or indirectly, any compensation, gratuity or reward in connection
with this Agreement. The Contractor shall take all appropriate steps to assure compliance with this
provision.

Xll. NONDISCRIMINATION
During the performance of this Agreement, Contractor shall comply with state, federal and local
legislation requiring nondiscrimination in employment and the provision of services to the public, including,
but not limited to: Title VI of the Civil Rights Act of 1964; chapter 49.60 RCW (the Washington state law
against discrimination); K.C.C. chapter 12.16 regarding discrimination and affirmative action in employment
by contractors, subcontractors and vendors; K.C.C. chapter 12.17 prohibiting discrimination in contracting;
K.C.C. chapter 12.18 requiring fair employment practices; K.C.C. chapter and 12.22 prohibiting
discrimination in places of public accommodation.
The Contractor shall maintain, until 12 months after completion of all work under this contract, all
written quotes, bids, estimates or proposals submitted to the Contractor bY all businesses seeking to
participate in this Agreement. The Contractor shall make such documents available to the CDA for
inspection and copying upon request.
Xlll. NOTICES
Whenever this Agreement provides for notice to be provided by one party to another, such notice
shall be in wdting and directed to the chief executive officer of Contractor and the Executive Director of the
CDA at the addresses first written above. Any time within which a party must take some action shall be
computed from the date that the notice is received by said party.
XIV.GENERAL PROVISIONS
No modification or amendment to this Agreement shall be valid unless made in writing and signed
by the parties hereto. Proposed changes which are mutually agreed upon shall be incorporated by written
amendments to this Agreement. The CDA's failure to insist upon the strict performance of any provision of
this Agreement or to exercise any dght based upon a breach thereof or the acceptance of any performance
during such breach, shall not constitute a waiver of any dght under this Agreement. In the event any term
or condition of this Agreement or application thereof to any person or circumstances is held invalid, such
invalidity shall not affect other terms, conditions, or applications of this Agreement which can be given
effect without the invalid term, condition, or application. To this end, the terms and conditions of this
Agreement are declared severable. The parties agree that this Agreement is the complete expression of
the terms hereto and anY oral or wdtten representations or understandings not incorporated herein are
excluded. Both parties recognize that time is of the essence in the performance of the provisions of this
Agreement.
XV. ATTORNEYS' FEES; EXPENSES
Contractor agrees to pay upon demand all of CDA's costs and expenses, including attomeys' fees and
CDA's legal expenses, incurred in connection with the enforcement of this Agreement. CDA may pay
someone else to help enforce this Agreement, and Contractor shall pay the costs and expenses of such
enforcement. Costs and expenses include CDA's attomeys' fees and legal expenses whether or not there is a
lawsuit, including attomeys' fees and legal expenses for bankruptcy proceedings (and including efforts to
modify or vacate any automatic stay or injunction), appeals, and any anticipated post-judgment collection
services. Contractor also shall pay all court costs and such additional fees as may be directed by the court.

XVI. SURVIVAL
The terms and conditions of Sections III, V, VI, VII, VIII, IX, XI, XII, XIII, XIV and XV shall survive the
termination of this Agreement and shall be continuing obligations of the parties.

EXHIBIT A
SCOPE OF SERVICE
The Auburn Arts Commission/City of Auburn and the Cultural Development Authority of King County mutually agree that
the following services be provided in accordance with the application submitted to and approved by the Board of the Cultural
Development Authority of King County.
Partial support for Artisans in the Schools, in collaboration Gildo Rey Elementary in the Auburn School District. The project
will focus on integrating quality cultural experiences into classroom curricula, and provide artist residencies that build on the
multicultural dimension of the AAC's BRAVO! Performing Arts series. There will be more than 5000 students involved in the
project, from 1st through 5th grade. Grant monies will provide four artist residencies and four performances at the Auburn
Performing Arts Center for the twelve district elementary schools. The AAC will provide blocks of complimentary tickets to
the performing arts series for students and their families fi-om low income and 'at risk' populations.

NOTIFICATION OF EVENTS AND ACTIVITIES
Project directors are requested to notify the Cultural Development Authority of King County in advance of project activities
including classes, workshops, exhibitions or performances.
PUBLICITY/PROMOTION POLICY
Prominent acknowledgment of the Cultural Development Authority of King County and Hotel/Motel Tax Revenues is required
of all recipients for use in all publicity and promotional materials, including, but not limited to brochures, press releases,
programs, posters, public service announcements, flyers and advertisements. The following logo and/or language is

* The Auburn Arts Commission will additionally provide blocks of complementary tickets to students and their
families to encourage greater participation from low income and 'at-risk' populations to its performing arts series.
The Artisans-In-School committee (comprised of the principal, school district staff, classroom teachers, and staff
of the arts commission) will design the residencies. The committee will:
(1) Define the length and dates of the residencies and select artists based on their contribution to the theme of
Multicultural education and the ability to integrate the arts experience into Thinking Maps and the writing
curriculum
(2) Design appropriate follow-up linked to the existing curriculum. Teachers will follow up the performance
with related activities designed by the committee that are tied to the EARLS.
(3) Provide teachers with mini in-services before each residency. The artist will be included in this in-service
opportunity when feasible.
(4) The Gildo Rey school principal will constantly monitor follow through of implementation of this education
building plan.

positive outcomes in aesthetic valuing and a broader understanding of other people and their cultures.

The Auburn Arts Commission is a local arts agency. Its mission is to serve the citizens of Auburn by fostering
cultural growth and enrichment by sponsoring programq which are representative of the arts spectrum and reflect
the growing diversity of Auburn, located in south King County. Arts education is a primary interest of the
commission and one of its major goals is to provide educational opportunities for Auburn's youth by having them
work with professional artists. The purpose of creating artist residencies is to develop a partnership between the
commission and the school district to provide avenues for teachers to include quality arts experiences, which will
enrich and enhance their current curriculum in the classroom. The commission strongly believes that by
supporting artist residencies, the schools' educational curriculum is expanded thereby challenging students and
teachers to understand that the arts are universal and interwoven into daily life.

A committee comprised of the. Gildo Rey principal, classroom teachers and school district staff, and the Auburn
Arts CommiSsion staff will work together to coordinate all details associated with the Artisans-in-School project:
They will:
· Communicate with the artists and estabhsh the grade levels, times and content for the classrooms school-
wide, and select the district-wide performance activities.
· Develop lessons to assist teachers in integrating the artists' visit into the existing curriculum. Gildo Rey's
WASL scores in writing indicate a need for a building wide focus on writing instruction. In part due to the
high percentage of low-income families attending G-ildo Rey, many of the students lack experiences to draw
from for their writing. The Artisans-in-School committee will design a writing activity that references the
children's experience with the artist to be implemented by the grade levels involved with each of the artist's
performances/workshops.
· Integrate Thinking Maps into the pre and post classroom experiences connected to the arts experience.
· Provide mini in-services to prepare staffto maximize their students experience with each artist.
· In-service principals so they can prepare the teachers in their buildings for the district-wide art activities.
· Invite community, school board, newspapers and parents to attend events as appropriate.
· Report to the PTA, school district and city authorities the results of the project
B. Project Outcomes. What lasting effect or contribution do you expect from the project and how will you
achieve this? Is there a teacher training component? If appropriate, how will curriculum materials and
__~ect information be made available to other educators?
There are two primary lasting effects that are expected from this project:
(1) Teachers will increase their awareness and involvement in the integration of the arts in their
classroom through the modeling of the artist-in-residences and the curriculum connection tied to
each performance. Specifically, the Artisans-in-School committee chaired by principal Mrs. Logan
will provide teachers with pre and post activities related to the thinking skills and language arts
curriculum. These activities will be communicated to teachers through the cadre of Auburn
Principals.
(2) Students will increase their participation in arts activities and increase their awareness of art as a
viable and essential life experience.
Teacher training will vary in its intensity depending on the specific artists that are contracted for the residencies.
All teachers will experience the residencies with their students and be actively involved in the planning and
execution of the residencies. Curriculum projects will be shared at the principal's monthly meetings within the
district, and with Auburn Arts Commission staff as appropriate.
C, Community Participation. Is there parent or community support for thc project? If so, what form will it
take?
There is substantial parent and community support for this project.
· Parents support thc program by PTA fundraisers to provide support for the grant, attending the student
performances and attending associated Bravo! performances. The PTA at Gildo Rey will commit to $1,500;
this is a major financial commitment for a parent group in our community. Other school-district wide PTA's
are contributing a total of $2,000.
· The Auburn Arts Commission and the Auburn School district are expanding and strengthening their
partnership. Principals will communicate to teachers the curriculum connection for each performance
opportunity.
· The district's coordinator of ESL project will assist in providing input for the multicultural curriculum
connections.
· Multiple community connections continue to evolve through the project. For eXamPle: Auburn Education
Association awarded a $100 grant for materials for a silk screen puppet stage following a hugely successful
residency this year with Oregon Shadow Theatre Puppet company. Other community connections have been
made with Puget Sound Musical Theatre and the Auburn Symphony. We fully expect our community to be
as generous and open to involvement in this next years cultural arts education program

King County Arts and Cultural Education grant. This current year, funds for the program generated 4 artist
residencies and 2 all-school performances at G-ildo Rey, and 4 performances for the for the 12 district elementary
schools at the Auburn Performing Arts Center. The residencies included Oregon Shadow Theatre, one-week
residency for K-1 and 4 workshops and an after school teacher/parent workshop; Gretta Pederson, one-week
residency in Multicultural Music for gr. 2-3; Thistle Theatre, 2-day residency gr. 4-5; Tears of Soy, 3-day
residency gr. 4 and all-school performance with workshop; Kathy Garrido and Mary Jean McDonald of Puget
Sound Musical Theatre, 3-month after school workshop culminating in an all school production by the 5~
graders of the mini-musical "Annie"; also Snapdragon Puppets and Northwest Opera in Schools did all school
performance and workshop. The all district performances were: "Peter and the Wolf" by the Auburn
Symphony, internationally reknowned Ballet Folkiorieo Mexico, "Ichabod" by Village Theatre and a
Broadway production of"Frogz" by Imago Theatre.
In addition, the Auburn Arts Commission has for the last five years participated with the Auburn Symphony
Orchestra in a Musician-in-Residency one-day program in local high schools (regular and alternative) to work
with youth in the understanding of classical music and of the various instruments in the orchestra. The
residencies take place two weeks prior to the symphony's concerts with Bravo! This program has led directly to
the creation of placing qualified mmic'students in the orchestra to play alongside professional musicians at the
Symphony's winter and spring concerts.
E. Evaluation and Documentation. How will you evaluate this project while in progress and upon completion
to determine its success? What form will your final documentation take (photographs, video, etc)?
As staff to the Auburn Arts Commission and the Cultural Programs Manager for the City of Auburn, I will be
directly working with the teachers and principal of G-ildo Rey Elementary School. I will be a part of the Artisans-
in-School committee and will see first hand the implementation of the education program within the school and
the impact on the students. The arts commission will determine the success of the collaboration by the
achievement of its goal of placing outstanding performing artists directly in its education outreach program to
elementary school children in the Auburn community. Gildo Rey and the Auburn School District will measure
and determine the success of the program in the following forms: * Power Point disc summarY with photos and
a summary of the arts experience of the students * summary of teacher surveys of the results of the program
and achievements gained in the classroom * curriculums as appropriate. These are in addition to the quality of
the artifacts created in the classroom; the physical artwork and the greatly improved reading and writing skills of
the students expressing their experiences with the artists.

Thc project objectives will be expanded to include: Curriculum connections to the Thinking Maps and
multieultural dimensions ~)fthe elementary school curriculuna. Participation by all the elementary schools in the
district wide performances/experiences with support from the principals in communicating the curriculum
connections. The project support will be increased in the following ways: 12 elementary schools will be
included in 4 of the district performances at the Auburn Performing Arts Center. These schools will contribute
$2,000 in support of the grant Auburn School District will support the program by providing busing for the
students, incur 'in-kind' costs of rental of the PAC, and production technicians, coordinate the all school grade
level events, consultation services of the district's ESL coordinator. Gildo Rey's principal will inservice the
principals in the curriculum for the district wide arts experiences. Gildo Rey's PTA will increase its contribution
to the project to $1,500. The Auburn Arts Commi.qsion will provide tickets to designated Bravo! performances to
those elementary schools having percentages of free and reduced lunches of 50% or more. (Note:CDA's grant
funds will not support this; such tickets will be provided at the expense of the arts commission).

The Auburn Arts Commission is contributing $10,000 to this project which comprises $5,500 in partial
support of artist fees of $12,500 for the four residencies at Gildo Rey and 4 district-wide performances at the
Auburn Performing Arts Center; $2,500 in-kind representing 10% of the project director's time over a 6-month
period; and $2,000 in-kind contribution for making Bravo! tickets available for low-income families.
The Auburn School District is contributing $7,820 which comprises: $2,500 in-kind representing 10% of
administrator's time, $500 administrative expenses, $500 ESL coordinator's time; and $1,920 in transporting 12
grade level classes to four separate performances at the Auburn Performing Arts Center, and $2,400 in rental fees,
and technical production costs for all four performances. Giido Rey Elementary is further providing $250
in-kind contribution for the power-point summary, photo and video documentation, and evaluations.
The school PTA's are contributing $3,500. This is $1,500 from Gildo Rey's PTA, and $2,000 from the other
school PTA's. This has been solicited and confu'med.
These contributions add up to $21,570 from a total project budget of $30, 970, thereby the requested amount
through the 2003/2004 Arts Cultural Education Grant is for $$9,400.

1. Describe the collaboration process l~etween the school and applicant that produced this rp~j_ect pr..o~osal.
Susan Gochoel (Auburn Arts Commission) and Robin Logan (Gildo Rey/Aubum School District) met and
reviewed the possibility of expanding the partnership between the commission and the school district.
*Principals were surveyed to assess the impact of the partnership with the commission on their individual
buildings. They unanimously responded by offering to double their contributions to the funding of the project
even in this challenging fiscal year to $2,000.
*Even with the decline of successful fundraisers the Gildo Rey PTA offered its full support of the program based
on the positive reactions of the students and are increasing their contribution to $1,500.
*The Assistant Superintendent of the Auburn School District - Dr. Kip Herron- was so pleased with the positive
impact of the high quality Performing Arts programs being offered by the commission, from their acclaimed
Bravo! season, for the elementary students in Auburn, that he offered to increase the in-kind support of the ASD
even in the face of strong budget cuts within the district.

The Auburn School District serves a diverse populat}o-fi-i- S;-Ve~i-'0g'~-e'tTw-ei-~,e-e-i~-~ie-h~ary
approximately half of their students qualified for free and reduced lunch (an indicator that their families are living
in some degree of poverty.) Additionally, the ESL population in the ASD is growing. Families straggling with
poverty lack resources to access arts events and opportunities. Reduction in state funding and the pressure of
high stakes testing also diminish both the time and money available for the arts in public schools. The GOAL of
this proposal is to provide quality arts experiences, meaningfully integrated into the elementary school curriculum
for the children in the Auburn School DisU'ict with the long-range goal of developing future patrons of the arts
through the combined efforts of the Cultural Development Authority of King County, the Auburn Arts
Commission and the Auburn School District. The former King County Cultural Education Arts grant was the
catalyst for the development of a partnership between the Auburn Arts Commission and the Auburn School
District. Following is a chart showing how the project aligns with the Essential Academic Learning

INSURANCE REQUIREMENTS
Contractor shall procure, at its sole cost and expense, insurance against claims for injuries to persons or
damages to property which may arise from, or in connection with the performance of work hereunder by the
Contractor, his agents, representatives, employees, and/or subcontractors. The costs of such insurance shall be paid
by the Contractor or subcontractors.
For All Coverages: Each insurance policy shall be written on an "Occurrence" form. The Minimum Scope of
Insurance needed for this contract is as follows:

1. Deductibles and Self Insured Retentions.
Any deductibles or self-insured retentions must be declared to, and approved by, the CD^. The deductible

responsibility of the Contractor.
2. Other Insurance Provisions
A. The insurance policies are to contain, or be endorsed to contain, the following provisions:
(a) General Liability Policies
(1) The CDA, its officers, employees and agents are to be covered as primary additional insured as
respects liability arising out of activities performed by or on behalf of the Contractor in connection with this
Agreement.
(2) To the extent of the Contractor's negligence, the Contractor's insurance coverage shall be primary
insurance as respects the CDA, its officers, employees, and agents. Any insurance and/or self-insurance
maintained by the CDA, its officers, employees, or agents shall not contribute with the Contractor's insurance
or benefit the Contractor in any way.
(3) The Contractor's inSurance shall apply separately to each insured against whom claim is made
and/or lawsuit is brought, except with respect to the limits of the insurer's liability.
(b) All Policies
(1) Coverage shall not be suspended, voided, canceled, reduced in coverage or in limits, except as
reduced in aggregate by paid claims, at any point during the life of this contract.
3. Acceptability of Insurers
Unless otherwise approved in writing by the CDA, insurance is to 'be placed with insurers with a Best's rating of
no less than A: VIII, or, if not rated with Best's, with minimum surpluses the equivalent of Bests' surplus size VIII.
4. Verification of Coverage
Unless otherwise approved in writing by the CDA, Contractor shall furnish CDA with certificate(s) of insurance
evidencing compliance with requirements set forth above, which certificate(s) shall provide that no material change, or
cancellation or nonreneWal of policies referred to herein shall occur without thirty (30) days' prior written notice to CDA.
