City Council award Small Works Contract 03-04, Project Number C306A, Coal Creek Springs Security
Hatches, to Gary Harper Construction Inc. on their Iow bid of $71,100.00 plus WA state sales tax of
$6,256.80 for a total contract price of $77,356.80.
Background Summary:
This project will provide for the removal of seven manhole frames and covers and replace them with
seven access hatches; removal of flow control vault top cover and replacement with a new top cover
complete with two access hatches and one valve box; and removal of the four knife gate valves and
replacement with four butterfly valves. The estimated project start and completion dates are, respectively,
January 2004 to March 2004.
A project budget contingency of $85,900 remains in the 430 Water Fund.
As noted on the Bid Tab Summary, the apparent Iow bidder, RW Scott Construction, claimed an error per
WSDOT Standard Specifications 1-03.1. Upon review of the documentation provided by RW Scott, staff
concurs and recommends that they be relieved of their responsibility.
