Background Summary: Resolution No. 3674 authorizes the Mayor to send a letter to the Puget Sound Regional Council related to the TEA-21 cost share ratio for the 2006/2007 federal funding cycle. The Supreme Court's recent upholding of Initiative 776 leaves a substantial deficit in local funding for transportation projects and street preservation within King, Pierce, and Snohomish counties to address local road projects and local maintenance and operations. While the Legislature recently enacted the "Nickel Package" gas tax, the revenues generated are heavily focused on highways of statewide significance, especially large projects on the HSS system, and will not finance local projects. A PSRC Task Force on Funding Options has recommended a 67% Regional/33% Countywide TEA-21 funding split that, if implemented, will actually represent a decrease to local jurisdictions since the last of 2004/2005 when locals received 50% of federal funding. The City has determined that both counties and cities will fare better in procuring federal funding for local transportation needs if a greater percentage of funding is allocated to the countywide organizations in the biennial competition for federal highway funding administered by the Puget Sound Regional Council. In consideration of the funding constraints imposed by recent initiatives that have presented a significant impact to the City's revenues for local transportation, staff is requesting that the Council grant the Mayor authority to execute a letter to the Regional Council requesting that the 67% Regional/33% Countywide TEA-21 cost share be remanded back to the 50%/50% ratio for the 2006/2007 federal funding cycle. Thus the Freight Mobility Strategic Investment Board (FMSIB) and the TIB have either no ongoing funding source, or in TIB's case, a funding source that is heavily over-subscribed, to assist with local road project funding; and Resolution No. 3674 December 29, 2003 Page 1 Whereas, the proposed Regional Transportation Investment District (RTID) authorized by statute is focused on addressing major highway and "mega-projects;" and Whereas, a PSRC Task Force on Funding Options has recommended a 67% Regional/33% Countywide TEA-21 funding split that, if implemented, will actually represent a decrease to local jurisdictions since the last of 2004/2005 when locals received 50% of federal funding; and Whereas, the City has determined that both counties and cities will fare better in procuring federal funding for local transportation needs if a greater percentage of funding is allocated to the countywide organizations in the biennial competition for federal highway funding administered by the Puget Sound Regional Council. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section '1. In consideration of the funding constraints imposed by recent initiatives that have presented a significant impact to the City's revenues for local transportation, the Council hereby grants the Mayor authority to execute a letter to the Regional Council requesting that the 67% Regional/33% Countywide TEA-21 cost share be remanded back to the 50%~50% ratio for the 2006~2007 federal funding cycle.
