City Council grant permission to enter into Consultant Agreement No. AG-0-232 with Huitt-Zollars, Inc. for
work related to Project No. 0409A, Auburn Way Pedestrian Improvements.
Background Summary:
The scope of work for this agreement includes design services for the Auburn Way Pedestrian
Improvements Project. The scope includes completing a conceptual study of improvements that will
support improved pedestrian use, safety and access at the Auburn Way/Main Street intersection while
maintaining traffic flows. An engineered design for improvements at this intersection will also be
developed. Improvements may include, as examples, enhanced pedestrian crossings, landscaped
medians and/or restricted left turns on Auburn Way from 4th Street NE to Cross Street SE. The study
recommendations will integrate sound urban design schemes and related aesthetic enhancements for
this key intersection in the City's Downtown to enhance pedestrian-oriented development and design
sensitive to business needs in this study area.
Improving the Main Street/Auburn Way intersection is an implementation strategy of the Auburn
Downtown Plan. A goal of this effort is to unify the east and west sides of Main Street by providing for
more safe, convenient pedestrian access across Auburn Way. This has become even more important
given the development of the Public Safety Building at D Street and East Main.
Streetscape improvements along Auburn Way, near its intersection with Main Street, are another
Downtown Plan implementation strategy. This study will also identify opportunities to help differentiate
the downtown portion of Auburn Way from the other strip commercial development on Auburn Way
located outside of the downtown area.
The anticipated total contract amount for this agreement will be $90,000. $30,000 of this is from a State
Growth Management grant. There is currently $100,000 budgeted in the 2004 project budget. There
needs to be an additional $50,000 added to this project budget for the construction phase.
