Engineering Partners, Inc. for professional services for Project No. MS773, Vulnerability Assessment and
Security Improvement Planning
Background Summary:
Congress passed the Public Health, Security and Bioterrorism Preparedness and Response Act of 2002
(PL 107-188) in response to the attacks that occurred on September 11,2001. The act requires water
utilities to conduct a certified Vulnerability Assessment (VA) of their system as a method of protecting the
water supply.
Four consultant firms, qualified to conduct a VA, responded to our Request for Proposal. Roth Hill
Engineering Partners, Inc. was selected as the most qualified consultant based on their experience and
knowledge of our system. An assessment requires the active participation of water utility personnel so a
series of approximately eleven (11) team meetings will be scheduled. A water system security expert will
also be involved as part of the appraisal process.
The anticipated cost for professional services is $56,186. This is within the $60,000 budgeted in
430.534.800.41. Start of work is anticipated to begin by May 2004 and be completed by September
2004. The remaining budgeted funds and future funds may be required in order to implement the security
plan. A security plan is based on methods to reduce risk from threats to our critical water facilities. The
process involves intrusion detection, intrusion delay and response criteria. The Federal Government
realizes that water utilities have monetary constraints, therefore, plans are developed based on fund
allocation acceptable to each utility.
