NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ,AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Amendment to City Code. That Section 10.40.020 of the Auburn City Code is amended to road as follows: 10.40.020 Throe-hour parking limits. A. All municipal off-street parking facilities operated by the city, unless posted otherwise, or as indicated in Section 10.40.035 of the City Code, are established as three-hour non-meterod parking zones, which throe-hour parking limitation shall exist from 9:00 a.m. to 6:00 p.m. daily, excluding Sun, days and holidays; provided, however, the Auburn police chief is herowith granted, subject to the approval of the mayor, authority to declaro parking moratoriums on parking lots whero he finds such moratoria in the best interest of the citizens of Auburn. During such moratoria, the Auburn police chief is further granted, subject to the approval of the mayor, authority to declaro restrictions on parking and uses for such parking, to control parking and vehicular traffic within the city. B. Section 2. Constitutionality or Invalidity. If any portion of this Ordinance or its application to any person or circumstances is held invalid, the remainder of the Ordinance or the application of the provision to other persons or circumstances shall not be affected. Section 3. Implementation. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this location. Section 4. Effective Date.
