A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING THE ACCEPTANCE
OF A GRANT FROM THE UNITED WAY OF SOUTH KING
COUNTY IN THE AMOUNT OF $25,000 FOR THE PURPOSE OF
CREATING A NEIGHBORHOOD CENTER IN SOUTH AUBURN
FOR LATINO FAMILIES AND AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE THE NECESSARY AGREEMENTS
TO ACCEPT SAID FUNDS
WHEREAS, the City of Auburn has certain areas and population groups which
have greater needs; and
WHEREAS, among those groups are the City's Latino population; and
WHEREAS, the City has an opportunity to direct moneys from the United Way of
South King County that could help address these needs; and
WHEREAS, with such moneys, the City proposes to help a group of Latino
community leaders create a neighborhood center that would offer ESL, GED
preparation, mentors and tutors for Latino children, homework labs along with other
activities and events; and
WHEREAS, the United Way of South King County is willing to make available to
the City a grant from its Venture Fund to create such a neighborhood Center.
THE CITY OF AUBURN,
NOW, THEREFORE, THE CITY COUNCIL OF
WASHINGTON, HEREBY RESOLVES as follows:
1.
The City hereby approves and will accept the grant offered by United Way
of South King County in the amount of $25,000 for the purposes of
creating a neighborhood center for Latino families, and tlhe Mayor is
authorized to negotiate, execute and enter into on the City"s behalf, an

signatures hereon.
PASSED this __ day of
agreement that encompasses the provisions contemplated in the Project
Description a copy of which is attached hereto, marked as Fxhibit "A" and
incorporated herein by this reference.
The Mayor is hereby authorized to implement such administrative
procedures as may be necessary to carry out directions of the legislation.
This Resolution shall be in full force and effect upon passage and

Project Description:
With input from Latino representatives and the United Way of South King County; Staff proposes
to develop a Neighborhood Center at Continental Village apartments. The Center will strive to
cultivate family stability. It will create access to existing services including (but not limited to)
ESL, citizenship classes, family support groups, and opportunities for children and youth,
mentoring, financial literacy and other related opportunities.
A one-bedroom apartment at Continental Village will be rented for the purpose of making available
services that benefit Latino adults and children. The rental agreement will include access to
Continental Village's community mom that can accommodate about 50 people. The apartment will
be convened into a "neighborhood center" that will include office space for meetings with me~ntors,
rotorS, counselors and other officials. The office will include a desk, lockable cabinet, computer
with a printer and telephone with toll restrictions limiting it local calls. {Similar to what the City
provided at Green River Homes.} The "living room" will be used as a gathering area far small
groups {i.e., AA meetings, family support groups, ESL classes or homework assistance}. The
larger community room will be used to offe~ parenting classes and adult education Arrangements
are currently being made to use the community room as a site for the free summer lunch program.
Volunteers and "bridge people" will staffthe proposed center. Bridge people are local residents or
"trusted advocates" who have access to resources that may benefit their neighborhood, or who have
the time and energy to mobilize existing resources. These individuals may apply for a 'bridge
grant" that will enable them to procure supplies, materials or stafftime for particular activities or
events. For instance, somebody may apply for a "bridge grant" to start an ESL class or citizenship
class. These "bridge grants" will enable the Center more flexibility and resources to respond to
resident needs. It also puts the group into a good position for future fund raising. The Vecindario
Espaflol group is looking at organizing into a non-profit corporation.
Project BaCkground:
Approximately 96% of thc Latino middle school students do not meet State or District ,~=tandarda in
reading and mathematics. A large number of Latino and Native American students cun~ntly in
middle school will not even attend high school and an even larger namber will not graduate from
high school. In addition, many of the parents of these chitd~n do not have a high school degree or
a strong commitment for their children to obtain a high school degree. The City of Auburn has
been working with the Auburn School District and other community groups to mobilize suffici/'nt
resoarces to provide these children the assistance they need for academic success so that they will
remain in school. Identified needs include ESL and GED classes for the children's parents.

Benefits:
Establishing a neighborhood center at Continental Village is a form o£community intervention
directly into the Latino ~ommunity. It will serve over 100 Latino families. The proposed services
offered by the Center will help the parents of Lattho children obtain the educational credentials the
they need to compete for jobs and/or continue their education. It will create a sense of
neighborhood attactwnent among the parents and their children. Finally, children will receive
additional instruction, mentors and tutors to help them do well, and subsequently remain, in school.

. Schedule:
The United Ways proposed Venture Grant must be appropriated by June 22. The apartment unit at
Continental Village becomes available.on July 1. By mid-July a group of Lafino community
leaders will form a non-profit corporation and create a Board of Directors. They will inrmediately
begin recruiting "Bridge People". The neighborhood center at Continental Village will be set up
and become operational by August 1. A RFP for "Bridge Grants" will be solicited among the
Latiuo community, local churches and non-profit agencies in August/September for sevfiee~ to
address needs identified by the Board of Directors. The Board of Directors will organiTe a
schedule of programs and activities bythe end of September 1, which will start in mid-October.
The grant will expire on December 31, 2005.
