Administrative Recommendation:
City Council award Contract 04-10, Project Number C316A, Kiss and Ride Parking Lot, to Construct
Company on their low bid of $173,048.38 plus WA state sales tax of $15,228.26 for a total contract price
of $188,276.64.
Background Summary:
This project will construct a new parking lot with landscape islands, dumpster enclosures, additional
lighting adjacent to the Sound Transit plaza, and complete landscaping within the western Sound Transit
parking lot.
We anticipate construction starting in early July 2004.
The three Bids received were consistently over the Engineers Estimate and research into costs found that
fuel surcharges were recently enacted for material delivery and asphalt production. In addition, the costs
for the parking lot and pedestrian lighting, and the dumpster enclosures exceeded the Engineer's
Estimate. Making plan changes and re -bidding this project during the summer construction season will
only delay the improvements and would not likely provide any cost savings.
An additional $49,277 is needed this year from the General Fund to fund this project. During construction
cost savings measures will be evaluated including City supplied materials and services.
