City Council introduce and adopt Ordinance 5864.
Background Summary
At Council’s request, staff recently completed a needs assessment for local streets to determine the long
term needs to improve all of the city’s local street system to include, pavements, drainage works,
pedestrian facilities, crosswalks, and street lighting to an acceptable level of service and standards to
promote the overall quality of life and preserve city street infrastructure from continued deterioration. The
evaluation concluded that to make long-term meaningful progress in preserving, restoring, and improving
the 84 miles of local streets to an acceptable standard will require approximately $1.5 Million annually be
invested into the system. The evaluation indicates that the amount of deferred maintenance is currently
accruing at the annual rate of about $1 Million and that there is significant opportunity to decrease this
future burden by making timely improvements to city streets that stabilize and preserve pavements. By
increasing the financing of the program from the present level to the goal of $1.5 Million, this trend can be
reversed resulting in an invaluable investment in the city’s local streets. The city’s revenues have
decreased from $1.1M in 1999 to $805,000 in 2004. Given the trend in revenue losses that the city has
experienced over the period, the Public Works Committee of the City Council has determined that the City
needs to find the additional resources to establish a long-term funded program so that the desired
improvements in the Local Street Program can be realized. A recent poll conducted by the City of voter
sentiment indicates a strong sense of the need and a commitment to support the proposal if the funds are
designated solely for this purpose.
