Announcements a) Proclamation - Day of Concern for the Hungry Mayor Lewis to declare September 25, 2004 as "Day of Concern for the Hungry" in the City of Auburn. Mr. Jack Laverty of the Auburn Food Bank will be in attendance to receive the Mayor's proclamation. b) Proclamation - Constitution Week Mayor Lewis to declare the week of September 17 - 23, 2004 as "Constitution Week" in the City of Auburn. Ms. Gayle Butcher, representing the Daughters of the American Revolution, will be in attendance to receive the Mayor's proclamation. c) Hometown Hero Mayor Lewis to present Auburn's Hometown Hero award to Nancy Colson. 2. Appointments City Council to confirm the following Board and Commission appointments: a) Arts Commission Page 1 City of Auburn Council MeetinQ AQenda September 20. 2004 The appointment of Linda Elliott to fill an unexpired term that will expire December 31,2005. b) Park and Recreation Board The appointment of Arlene Grover to fill an unexpired term that will expire December 31,2006. Public Hearings 1. 2005 Preliminary Budget* (Backus/Coleman) F3.19 All persons interested are encouraged to participate in this public hearing by making comments, proposals, and suggestions for the City Council and Mayor to consider prior to adoption of the City of Auburn 2005 Budget. 2. 2005-2010 Six Year Transportation Improvement Program* (Wagner/Dowdy) 04.9.3 State law requires the City of Auburn to annually prepare and adopt a comprehensive transportation improvement program for each ensuing six calendar years. Prior to adoption of a six year transportation program a public hearing is held to review the work accomplished under each Six Year Transportation Improvement Program for the purpose of determining current city street needs, and to adopt a revised and extended comprehensive transportation improvement program. See Item VIII.B.2 of the agenda for further action on the Transportation Improvement Program. 3. Consolidated Plan* (Singer/Krauss) 03.4.1.7 City Council to conduct a public hearing on amendments to the City of Auburn Consolidated Plan for Housing and Community Development and 2005 Community Development Block Grant Action Plan Page 2 City of Auburn Council MeetinQ AQenda September 20. 2004 B. D. Call for Public Hearing 1. Cingular Wireless Franchise* (Wagner/Dowdy) A3.14 City Council to call for a public hearing to be held on October 4, 2004 at 7:30 p.m. on an application from Cingular Wireless for a franchise agreement for the attachment, installation, and maintenance of wireless telecommunications facilities in, on, upon, along and/or across certain public ways within the City, and to install a limited number of wireless communications antennas in a small number of diverse locations in the public way.
