Administrative Recommendation:
City Council introduce and adopt Ordinance No. 5871.
Background Summary:
Ordinance No. 5871 amends Auburn City Code Sections 10.12.060, 10.12.130, 10.12.180, and 10.12.190
relating to traffic control measures.
The proposed ordinance seeks to change the current provisions of the City Code to allow (but not
mandate) that action could be taken by the City Council in addition to action that could be taken by the
City Engineer with respect to traffic control devices. The current language places the responsibility for
traffic control devices almost exclusively on the shoulders of the City Engineer, and the City Engineer's
determination of when traffic control devices may be appropriate is guided, to a significant extent, by the
Manual on Uniform Traffic Control Devices (MUTCD). City Code sections that refer to similar standards
also provide additional guidance. However, because these standards may limit what'the City Engineer
may do, when other factors that are unique to the City of Auburn may actually warrant or justify different
placement of traffic control devices, it would be appropriate to designate a mechanism in the City Code
whereby that unique or special accommodation could be provided. Again, the proposed ordinance does
not limit the City Engineer from the authority that is currently vested, but adds an additional authorization
for actions that could be taken by the City Council.
