AGENDA BILL APPROVAL FORM WASHINGTON Agenda Subiect Cultural Development Authority of King County Date: November 15, 2004 "4 -Culture" Grant Department: Parks and Attachments: Resolution 3779 and Budget Impact: Recreation Agreement 104019A Administrative Recommendation: City Council adopt Resolution 3779. Background Summary: The office of the Cultural Development Authority of King County (A -Culture") awarded a grant to the City of Auburn Arts Commission in the amount of $10,500. This award is from their Sustained Support Program. We apply for the grant every two years through a competitive process. 4 -Culture allocates the actual funding award annually. The City of Auburn Arts Commission distributes these funds to community organizations to support art programs and activities throughout Auburn. Funding recommendations are based on the artistic excellence of the program, on the need for the program in the community, on how citizens of Auburn will be served by the program, and on the ability of the organization to carry out the project. In the last funding cycle for 2003, the City of Auburn Arts Commission distributed these funds to the following: to the Auburn Symphony for community education outreach programs at West Auburn High School; to the Evergreen City Ballet for support of performances; to Puget Sound Musical Theatre for their afterschool residency program; to It Plays in Peoria Productions (NW SPLAB) for poetry and literary workshops in the local community; and to the White River Valley Historical Society for funds for education programs. This year's awards will go to similar projects by local organizations. For support of all programs and activities, the City of Auburn Arts Commission requires the organization to acknowledge support by 'A Culture" and the City of Auburn Arts Commission on programs and other appropriate printed materials. City of Auburn Arts Commission Application. A. What is the organizing structure, and what are the missions and goals of your agency? The Auburn Arts Commission is a local government arts agency whose mission is to serve the citizens of Auburn by fostering cultural growth and enrichment, sponsoring programs representative of the arts spectrum and providing programs, which are reflective of the growing diversity of the population of Auburn. The commission's principal goals are: *To establish a strong identity as the Auburn Arts Commission *To promote art as a community building activity that embraces the diversity of Auburn *To expand and explore opportunities for art, keeping them accessible and affordable *To encourage and support artists and those organizations that support artists The commission's principal programs are: *Technical assistance to local developing arts organizations *Re -granting to arts organizations that serve Auburn residents *Presenting performing arts -- BRAVO!, Shades of Summer *Cultural Arts Education *Art in Public Places *City Hall Gallery Exhibitions *Community Festivals -- 4th of July, Auburn Good 'OI Days All of these programs and events employ paid professional artists and serves to both expand the community's understanding and appreciation of all of the arts, and is aimed to enhance the quality of life in Auburn for adults and children alike. B. What are Your primary accomplishments during the last two years? The commission's principal accomplishment has been the role it has played in the founding, development and growth of the Auburn Symphony Orchestra, now in its eighth season. The role has been one of "incubating" what has become a vital asset to the community by endorsing the organization, the commitment of staff and departmental resources, providing performing opportunities (twice annually) under the BRAVO! series of concerts. Due to the commission's stabilizing influence, the symphony now has a strong board and has developed a firm financial foundation. They were rewarded two years ago with their first grant from CCA/Corporate Council for the Arts. In the past year, the commission has greatly enlarged and expanded the BRAVO! performing arts series, and determined to make BRAVO! more accessible and more affordable to our community. Ticket prices were redefined in order to attract a new and younger audience. Tickets can be purchased for only $5 as "rush" tickets for the balcony on night of performance, thirty minutes before the performance starts. This has been hugely successful in attracting an under -25 audience in addition to serving senior citizens, also those people who are cautious about attending their first concert! And a Kids' Bravo series has been created on Saturday afternoons especially for younger audiences. We found that attracting families to the kids shows we were able to make them more aware of the larger Bravo! series thus increasing greater participation in Bravo! The other major success is the successful partnership between the arts commission and the Auburn School District. The arts commission along with Gildo Rey. Elementary School receives a cultural arts education grant from the Cultural Development Authority, King County. In this program, we add extra workshops, residencies and performances for those performing artists who are already coming into our community under the Bravo! series. This allows the performers to extend their time in the community creating a better experience for the artists, and makes for a more significant impact on the 2003 Arts Cultural Education Application community. The artists/ groups selected for this current 2003/2004 season are: Shangri-La Chinese Acrobats, Living Legends, Auburn Symphony Orchestra, Evergreen City Ballet, 5'" Avenue Adventure Musical Theatre, and Incredible Feets/ Footworks Dance Ensemble. Not only do the students have a very rewarding experience of working with singers, dancers and actors, but the program creates parent participation that is not normally encountered in this low socio- economic school district. C. What are the priorities for your community at this time and how is your agency respondinq to those concerns? Auburn is one of the fastest growing communities in King County. Without a doubt theimpact of the downtown development combined with the new rail system and rapid transit system has greatly impacted the quality of life in this region in a very short period of time. With the development of new industry, housing, and new residents, there is a demand for arts programming and services both in the schools, and the community -at -large, that continues to increase annually As a local arts agency we believe we exist to serve Auburn's own artistic community by giving every assistance possible to growing art groups, individual artists, and to educate the community to know who these groups are and what these groups can offer -- to provide a variety of participation in a diversity of arts programs for all residents. Thus, our biggest task will be in attempting to provide a rich cultural environment as the demands from a rapidly growing population increases. To expand assistance to such area groups as the Evergreen City Ballet, SPLAB! (a literary group dedicated to serving "at -risk" youth, and the Auburn Symphony who two years ago expanded their season from 2 to 4 concerts, in addition to greatly expanding their education programs in the schools (the symphony is now reaching out to elementary students as well as high school students). Our participation in future downtown development is extremely critical. The city has completed an evaluation on the needs of a community center for Auburn, that would include greatly expanded arts and recreation programs for our citizens. The city exercised its rights to 1 % of hotel/motel funds for a cultural tourism program to begin in the city in partnership with the Auburn Chamber of Commerce. The arts commission and the city along with the Auburn Chamber of Commerce, the Downtown Association and other interested parties are in a partnership and are ready to fund ARTSPACE to initiate a discussion in the community concerning the development of Artist housing, and are ready to invite ARTSPACE to begin the process of exploring the feasibility of such a project that both nurtures the .arts and stimulates downtown business. With these plans in place, the city and the arts commission in partnership truly moves forward in a meaningful way to provide a dynamic future for Auburn. D. Specifically, how does Sustained Support funding assist you in your efforts? Funds from the Cultural Development Authority Sustained Support program are extremely important to the Auburn Arts Commission in a number of ways. A grant from the CDA remains firmly a "stamp of approval" for the commission which helps us in soliciting further monetary support from our city council, other government agencies, and corporate sponsors, such as Boeing, Old Navy and Sparkletts. I believe that the MOST urgent need for CDA support is, quite frankly, how CRUCIAL it is in support to the developing community arts groups. that we re -grant the monies to. In 2003, with funding available to us from CDA, along with additional funds from the city, we funded 5 groups in a significant manner: Evergreen City Ballet, Auburn Symphony Orchestra, White River History Museum, It Plays in Peoria/SPLAB, and Puget Sound Musical Theatre. 2003 Arts Cultural Education Application FINANCIAL and PERSONNEL • ' • Name of Organization: Auburn Arts Commission Fiscal Year Ends: > 2 1 31 FINANCIAL 1 Arts Program Expenses: 2 Personnel: CURRENT ACTUAL ACTUAL YEAR BUDGET NEXT YEAR 2001 2002 2003 2004 21 Box Office/Admission 22 Tuition/Workshops 23 Consessions Sales/Rental 24 Interest & Earnings (savings, reserves, etc.) 25 Other Earned Income 26 TOTAL EARNED REVENUE 27 Revenue Sources (Contributed): 28 Federal Government 29 State Government 30 County Government KCAC/ CDA 31 City Government AUBURN 32 Corporations 33 Foundations 34 Individuals PTA'S 35 Benefits / Fundraising Events 36 Misc. contributions 37 SUBTOTAL CONTRIBUTED INCOME 38 In -Kind Contributions Boeing 39 GRAND TOTAL INCOME PERSONNEL 4o Arts Program Personnel: 48,017 46,776 55,000 55,000 temporary 43 # of Production 17,000 24,700 19,580 20,000 187,394 221,011 253,030 276,140 2,000 2,000 47 2,000 9I8,017;;I 46,;776 temporary 41 # of Artistic permanent 42 temporary 43 # of Production 17,000 24,700 19,580 20,000 187,394 221,011 253,030 276,140 2,000 2,000 47 2,000 permanent 48 temporary 2,100 2,200 2,000 2'06,394 219 8 1 2:74, O1D' 3D0 ,1'4Q is 4,500 6,500 258,.911 ': 296';1587 310`: 41 # of Artistic permanent 42 temporary 43 # of Production permanent 44 temporary 45 # of Administrative permanent 46 temporary 47 If of Education permanent 48 temporary D- A Name of Organization: City of Aubum Arts Commission Events for Year Ending: 12/31/2002 Cultural Development Authority of King County / 2004-2005 LAA Sustained Support Application Page 6.
