A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AUBURN, WASHINGTON, AUTHORIZING THE
MAYOR TO EXECUTE AN INTERLOCAL COOPERATIVE
AGREEMENT FOR COOPERATIVE PURCHASING WITH
DOUGLAS COUNTY FOR THE PURPOSE OF AVOIDING
DUPLICATION OF COMPETITIVE BIDDING PROCESSES
WHEREAS, pursuant to RCW 39.34, the Interlocal Cooperation Act,
Douglas County (County) and the City of Auburn (City) have the legal authority
to cooperate with other public agencies on the basis of mutual advantage and
provision of services, and;
WHEREAS, the City and the County may, from time to time, purchase
goods and services pursuant to competitive bidding; and
WHEREAS, the parties wish to avoid the unnecessary expense and time
delays of duplicative competitive bidding processes.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1, The Mayor is hereby authorized to execute an Interlocal
Cooperative Agreement for Cooperative Purchasing with Douglas County, in
substantial conformity with the agreement attached hereto, marked as Exhibit
"A" and incorporated herein by this reference.

Section 2. That the Mayor is authorized to implement such other
administrative procedures as may be necessary to carry out the directives of
this legislation.
Section 3. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.

INTERLOCAL COOPERATIVE AGREEMENT BETWEEN COUNTIES
FOR COOPERATIVE PURCHASING
This Agreement is made this day by and between Douglas County, Washington,
and the City of Auburn, Washington, each being a political subdivision and municipal
corporation of the State of Washington, acting pursuant to the authority of RCW
Chapter 39.34.
WHEREAS, the parties may from time to time purchase goods and services
pursuant to competitive bidding; and
WHEREAS, the parties wish to avoid the unnecessary expense and time delays
of duplicative competitive bidding processes.
NOW, THEREFORE, the -parties do hereby agree as follows:
1. Each party hereby agrees to extend to the other the right to purchase goods
and services under contracts awarded through its competitive bidding process.
2. Each notice issued by a party requesting competitive bids for goods or
services shall inform bidders of the right of other public entities to acquire goods and
services from the successful bidder.
3. Neither party shall be responsible to the other for the performance of any
vendor.

4. Neither party shall be responsible to the other for payment to any vendor.
5. Both parties reserve the right to independently contract for goods and
services and may, without notice to the other, specifically exclude the other from
purchasing under specific purchasing contracts.
6. Each party shall independently comply with any additional laws and other
requirements regulating purchases of goods and services.
7. This Agreement shall remain force until terminated by thirty (30) days prior
written notice from one party to the other.
This Agreement is hereby approved by the respective Board of County
Commissioners for each County.
