Background Summary: Among the municipal functions in which the City of Auburn is engaged are numerous functions where fees and charges are collected to cover or help cover those activities. The City Council's philosophy has been to try and recoup with those fees and charges its expenses in connection with such activities, and in order to do so, it is periodically appropriate for the amount of those fees and charges to be reevaluated, to make sure they are current. In its review of the fees and charges, it has been determined that the existing Auburn Fee Schedule should be updated to make sure it includes various fees applicable to City activities and to apply an adjustment reflective of increased costs. For the purposes of such an adjustment, the August -to -August CPI (0.7%) was applied, rounded up to the next full dollar amount. It is felt that this adjustment would be able to adequately address the City's need to cover its costs based upon its expenditures and the costs of doing business. NOW THEREFORE, and pursuant to the authority granted in Ordinance No. 5707, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section 1. AMENDMENT TO CITY FEE SCHEDULE. Effective January 1, 2005, the City of Auburn Fee Schedule is amended as set forth in the schedule attached hereto, marked as Exhibit "A" and incorporated herein by this reference. Section 2. GENERAL SEVERABILITY. That if any provision of this Resolution or the application thereof to any person or circumstance is held to be invalid, the ----------------- Resolution No 3797 December 8, 2004 Pagel remainder thereof or the application thereof to other persons or circumstances shall not be affected. Section 3. IMPLEMENTATION. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 4. EFFECTIVE DATE. Payments are due on the first of each month, past due as of the 5th and late as of the 15th. Payments not received by the 15th incur a $10.00 late fee. Payments not received after 30 days from the due date incur an additional $25.00 delinquency fee. Automatic gate electronic cards. One automatic gate electronic card will be issued to each tenant free of charge. Any additional electronic cards requested by a tenant are subject to a $25.00 refundable deposit charge. A $25.00 replacement fee will be assessed against the tenant for all lost or damaged electronic cards. All electronic cards must be returned to the airport at the time of lease expiration. _ Each lease shall include an initial payment of first and last months' rent plus a damage deposit in the amount of two times the monthly base rate. Exhibit A, Resolution No. 3797 Page 6 of 24 Fire Code Permit Fees The fee for each activity requiring a permit issued under the provisions the International Fire Code Section 105.6 shall be as set at $56.00 57.00 per hour with a minimum charge of $56.00. There shall be no charge imposed for routine annual fire prevention inspections. Fees Permit fees shall be assessed in accordance with this section. Fees specified shall be adjusted for inflation each year based upon the Seattle Consumer Price Index. Fees shall be rounded down to nearest whole dollar. Appeal Fees The fee for appeals of codes adopted pursuant to ACC chapter 15 shall be $100.00. 101.00 Plan Review Fees When submitted documents are required by section 106.3 of the Construction Administrative Code, a plan review fee shall be paid at the time of submitting the submittal documents for plan review. Said plan review fee shall be 65 percent of the building permit fee as shown in Table 1-A. The plan review fees specified in this section are separate fees from the permit fees and in addition to permit fees. Temporary Certificate of Occupancy Fees. There shall be a fee equal to ten percent of the building permit fee for issuance of a temporary certificate of occupancy. Fee schedule for administrative procedures and miscellaneous inspections.
