Background Summary:
Resolution No. 3801 will approve neighborhood matching grants for the lIIako Elementary School's PTSA
Bully Prevention Program ($3,600) and the construction of a Disc Golf Course at Game Farm Wilderness
Park ($5,000).
The grants will be funded from the 2005 General Fund budget which has $25,000 earmarked for
neighborhood matching grants.
The grants were reviewed by the Human Services Committee and the City Council Planning and
Community Development Committee.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING THE MAYOR TO
AWARD NEIGHBORHOOD MATCHING GRANTS FOR
APPROVED CITY PROGRAMS
WHEREAS, the City Council of the City of Auburn appropriated funds in its
Year 2005 General Fund budget for the purpose of Neighborhood Matching Grants;
and
WHEREAS, the City's Department of Planning and Community Development
received several proposed grants from prospective applicants; and
WHEREAS, among those grant applications were projects for the Game
Farm Park Wilderness Park Disc Golf and the Bully Prevention Program; and
WHEREAS, the applications were reviewed by City staff and the City of
Auburn's Human Services Committee; and
WHEREAS, the Human Services Committee forwarded its recommendation
for funding for these programs to the Mayor of Auburn who, in turn, is submitting it to
the City Council for its review and approval.
NOW, THEREFORE, THE CITY COUNCIL OF AUBURN, KING COUNTY,
WASHINGTIN, HEREBY RESOLVES AS FOLLOWS:
Section 1. Purpose. The City Council hereby authorizes the award ot
Neighborhood Matching Grants for the Game Farm Wilderness Park Disc Golf
project in the amount of $5,000 and the Bully Prevention Program in the amount of
$3,600 in accordance with the applications therefor, as set forth in Exhibits #1 and
#2 respectively, attached hereto and incorporated into this Resolution.

Section 2. Implementation. The Mayor of the City of Auburn is hereby
authorized to implement such administrative procedures as may be necessary to
carry out the directives of this legislation.

36 signs to be posted @ 6 hrs per sign ( cutting, sealing, painting and installing)
Total time for signs @ 36 x 6 hrs = 216 hours
All work to be done will ~e by volunteers
Tom Bontempo and Ron Wiemer will supervise the project, and be responsible
for all areas of preparing, installing and maintaining the course.
Future labor and materials for tee boxes is not figured in this estimate.
White River Disc Golf Course

Materials
Concrete for 30 tee boxes :
2 1/2 inches thick / 4 feet wide / 10 feet long
20 bags.x 30 tee boxes = 600 bags @ $2.45 each = $1470.00
Treated wood for 30 tee boxes :
Sixty 10 foot 2 x 4's @ $5.90 each = $354.00
Thirty 8 foot 2 x 4's @ $4.72 each = $141.60
Labor
It takes approximately 12 hours to dig óut and install a typical tee box
30 tee boxes @ 12 hours each = 360 hours
360 hours of labor @ $10.00 per hour = $3600.00

The estimates here are based on previous experience; cost of materials are quoted from
BMC West in Kent, Washington
Estimate of Time Needed to Complete White River Disc Golf Course
Starting on December 1, 2004.
The most use of hours in the beginni..g of the project will be used to clear
fairways and to prepare pin placement and ·green areas.
Clearing of fairways should take approximately 2 to 3 months, with a
properly motivated work party that has the right tools to get the job done.
Once the fairways and pin placement green areas are prepared it should take
About, 45 to 60 days to install targets and sig~s.
Tee boxes can be cleared for use before concrete is poured. This is
recommended for the first few months of play to get a better feel as to
where permanently installed tee boxes should be.
The best estimate of time to complete White river Disc Golf Course should
Be approximately 3 to 5 months
Estimated completion date is April 1 st 2005.

We appreciate the opportunity to apply fur an Auburn City Neighborh<>Òd Improvement
Grant. Auburn School District promotes safety in our city neigþborboóds 'and supports
cunicu,lum programs that teacb safety. Through the efforts of the state PTSA, 1egisJatioIJ
was passed to establish bullying prevention in our schools. We applaud their efforts and
would like to extend this prevention ofvio1ence in our community.
The staffat IJalko Elementary, in the Auburn School District, funned a committee last
year to address the issue ofbuJlying prevention in our schooL As you will read in our
application. we have cliosen to implement acurricuJa that will benefit our school and
conmnmity. The following timQline out1úies our implementaiion plan.

Please see the attached map of the I1a1ko School boundary area. We will be inviting people for
daycares., community centers, Y.M.C. A. and other 10cal agencies that service oW' students.

Bullying has IWm:fu1 effects on school-aged children. AIl students :feel the effects ofbullyiDg
whether they are directly or indirectly involved. Children who bully, as well as children who are
bullied, sulfer ftom sOOrt and long-tcnn effects. These effects lead to an increase in aggression
and violence. With the new research on bullying prevention, the I1a1ko staffhas made a
commitment to implement a community-wide bullying prevention program. The Halko staff
chose the Steps to Respect program and the Second Step: Violence Prevention program. both
from the Committee For Children -because they arc research based, have proven effective and
provided community involvement. Committee fur Children is an independent not..for-profit
orgønÎ7Jd:ion that researches and develops social and emotional programs fur cbildren to ptOD1Qte .
safety, weD-being and social dev~lopment. Each classroom teacher will be provided with a kit
QODt~mi", teacher resources and student materials.
In grades K - 2 we are instructing from the Violence Prevention Program, which teaches
empathy, impulse control and anger management. Grades 3 - S will be instructed &om the Steps
To Respect program. In this pro~ the components are: respecting others, fiiendship, .
refusing to be bullied, reporting buHying, and bystanck..,.s being a part of the solution. The beauty
of the Steps to Respect program is that it involves the entire school. including recess supervisors,
bus drivers and support personnel in bullying prevention. Everyone wi1l know how to report,
what bystanders should do and the expected fiiendsbip skills. This program is not only school-
wide, but also reaches out to 1ìunilies and COtnmllDity.
In Januæ:y we will begin with staff training and immediately start classroom instruction. In Jate
March we will be hosting a community night in which a representative trom Committee for
Children will present information on bullying and an overview ofthe Steps to Respect program.
Our intent is to have the famj1ies, daycares, conununity centers, J'Ò.lice department and other
local agencies understand the scope of what the students bavebeen taught at schoo~ learn to
identify bullying behavior and. identify ways to reinforce the behavioral skiJIs at home and in the
community. In this way our school, fàmilieø and the community can tackle the prevention of
violence together.

The projected outcome is that students will not only feel safer, but also will be safer in their
school and community. Students will feel more accepted by their peers, have greater self..
confidence and academic success will increase. There wiJl be a positive impact on the problem
of bullying by having the adu1ts in our students~ community actively involved. This will, in fact,
reduce violence in om commwIity.
