HomeMy WebLinkAboutITEM VIII-B-7 AGENDA BILL APPROVAL FORM Agenda Subject: Public Art Site Selection Date: December 28,2004 Department: Parks and I Attachments: Budget Impact: Recreation Resolution No. 3812 Administrative Recommendation: City Council adopt Resolution No. 3812 Background Summary: Cultural Programs staff met with City Engineering staff last September to discuss priority public works projects that may benefit from the integration or addition of public art work. Based on information gathered at the meeting, Cultural Programs staff drafted a list of several potential sites/projects for public art in 2005 and 2006. The City of Auburn Arts Commission's Public Art Committee visited the sites, created a prioritized list, and recommends the following list of sites: Proposed 2005 . Auburn Way South and F Street SE. The busy intersection will be reconfigured to include a new traffic signal. Construction is estimated to start in April 2005 and be completed in October or November 2005. The visible intersection is a primary entry point to the Les Gove Park campus, which includes the Auburn Parks and Recreation Administration Building, Auburn Senior Activity Center, White River Valley Museum, Auburn Library, and ACAP. Proposed 2006 - M Street grade separation at M Street, Highway 18, and the Burlington Northern railroad tracks. This project will include massive concrete walls in the road underpass on M Street. The City's Engineering Department has indicated it would like to begin work in 2005 with an artist on a design element to be incorporated into the concrete walls. Design is estimated to begin in 2006 and the project completed in 2008. A federal grant is in place for anon-motorized trail from the interurban trail to the transit station at C Street. Construction is anticipated for summer, 2005 · Auburn Way and Main Street corridor sidewalk widening. Construction is scheduled to begin in summer, 2005 · NB Streets Northwest extension. This is a new road connection from Third Street NW to 14th Street NW. Design is to begin in 2005 · More than 30 storm ponds scheduled for retrofitting. This is an on-going project over a minimum of five years, with a minimum of two ponds retrofitted each year. In conjunction with the mandate to incorporate public art into City construction projects, artists will be chosen through a competitive selection process in accordance with the City of Auburn Arts Commission. With the $30,000 fee (REET dollars), the artist would work with City staff and the City of Auburn Arts Commission to design, execute, fabricate, and install artwork at the chosen site in 2005. Should the M Street grade separation be selected as a public art design project in 2006, a portion of the City's annual allocation of $30,000 in REET funds would be requested in advance, in 2005, for the 2006 design portion of the project. This advance of funds would allow an artist to be hired early in the design process to work with the consultant and the City's engineering design team. Page 2 of 2 Item VIII.B.7 RESOLUTION NO.3 8 1 2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, APPROVING THE RECOMMENDED 2005 - 2006 PUBLIC ART PROJECT LOCATIONS WHEREAS, Representatives of the City Engineer's Office and the Parks Department (Cultural Programs staff) met to discuss options with respect to public work projects that may benefit from integration or incorporation of public art; and WHEREAS, after a review of several possible sights for artwork, staff made its report to the City of Auburn Arts Commission - Public Arts Committee and the Committee visited the sights and established its recommendation of sights; and WHEREAS, having considered the selection process and the sights identified, it is appropriate for the City Council to adopt a resolution identifying and adopting the sights for 2005 - 2006 Public Art Projects. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section 1.
