Background Summary: Several years ago, after the Building Division was relocated into the Community Development Department, staff asked the Council to authorize a 15% across-the-board increase in building permit fees. At that time, the fee structure was based upon the 1997 Uniform Building Code and had not been adjusted since that edition was published. Subsequently, the Council recently adopted a 0.79% across the board fee increase for 2005. Permit Center staff recently discovered that the fee increases approved by the Council had not been properly computed from the original increase and the problem was compounded by the recent increase. It turns out that the formula that should have been used is fairly complex. The fees are predicated upon a base fee for construction in a given cost range and a multiplier. Problems became evident when it was clear that permit fees in the preceding or lower cost range actually were costing slightly more than more expensive projects. The biggest problem is that the City was in actually undercharging for most permits. The proposed fee table corrects past errors and will result in fee rates in accordance with those already approved by the Council. City fees are now reviewed annually in a comprehensive manner and no further adjustments will be proposed until that process is undertaken next Fall. Staff recommends that the City Council approve Resolution No. 3818 to correct Building Permit Fee Schedules to levels previously approved by the Council. WHEREAS, in order to provide for such fees, the City Council adopted its Ordinance No. 5707, providing for the initial fee schedule and authorizing amendments to it through Resolution; and WHEREAS, in the course of reviewing City fees, and in keeping with the City's policy of setting fees in amounts so as to cover City costs, it was deemed appropriate to revise and amend the fees for the City of Auburn, effective in 2005; and WHEREAS, When the City's fee schedule was most recently amended in Resolution No. 3797, it did not factor in the multiplier effect of some dependent fees, so that the resulting fees could be inconsistent among themselves, depending on the valuation of penmit activity; WHEREAS, it is appropriate to amend the fee schedyle to accommodate the inter-tie between fees that build on a set base, depending on increases in valuation. NOW THEREFORE, and pursuant to the authority granted in Ordinance No. 5707, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES as follows: ---------------..... Resolution No 3818 January 26, 2005 Page 1 Section 1. AMENDMENT TO CITY FEE SCHEDULE. Effective , 2005, the City of Auburn Fee Schedule is amended as set forth in the schedule attached hereto, marked as Exhibit "A" and incorporated herein by this reference. Other than the changes to the fee schedule for Table l-A BUILDING PERMIT FEES, as set forth in said Exhibit "A," all other fees on the City of Auburn Fee Schedule shall remain unchanged and in full force and effect. Section 2. GENERAL SEVERABILITY. If any provision of this Resolution or the application thereof to any person or circumstance is held to be invalid, the remainder thereof or the application thereof to other persons or circumstances shall not be affected. Section 3. IMPLEMENTATION. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the diredives of this legislation. Section 4. EFFECTIVE DATE.
