Background Summary: Auburn's "Parents Connect" received a grant of $2,500 from the Developmental Disabilities Division of the King County Dept. of Community and Human Services for FY2005. Parents Connect is requesting the City of Auburn serve as its fiscal agent. "Parents Connect" is a family support group for parents with children with developmental disabilities. It provides the parents of disabled children encouragement, education and support. They provide scholarships for children to attend recreational and special events; as well as registration fees and per diem for parents to attend statewide conferences and workshops. Parents Connect is an advocacy group that strives to ensure disabled children receive the public education for which they are lawfully entitled. Parents Connect was created by the City of Auburn approximately eight years ago. The City funded the initial organization of Parents Connect through its first Byrne grant in 1997. It was part of the Mt. Baker Neighborhood Center. The City continued to support the group until the year 2001 through its AmeriCorps grant. Since 2001 the group has continued to meet on its own. In order to receive the grant, a non-profit corporation must administer it. The grant funds will be used to provide scholarships to disabled children so that they can attend recreational programs and other special events. Grant funds will also hire consultants to provide parents education and encouragement regarding the care of their disabled children. The grant will also maintain the group's website, library, newsletter and miscellaneous operational costs {i.e., postage, paper, notebooks}. Susan Currilo will serve as the project coordinator. She was the person who successfully applied for the grant and has agreed to prepare necessary progress reports and evaluation plans. The City's role will be to receive/disburse the funds and maintain financial records of the disbursements. It will be administered by utilizing the forms and procedures used to administer Neighborhood Matching Grants. Page 2 of 2 RESOLUTION NO. 3819 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE KING COUNTY DEVELOPMENTAL DISABILITIES DIVISION IN THE AMOUNT OF $2,495 FOR PARENTS CONNECT, A PROGRAM PROVIDING FAMILY SUPPORT AND SCHOLARSHIPS TO CHILDREN WITH DEVELOPMENTAL DISABILITIES; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE NECESSARY AGREEMENTS TO ACCEPT SAID FUNDS WHEREAS, Parents Connect is a family support group formed with assistance from the City of Auburn nearly eight years ago; and WHEREAS, Parents Connect provides parents with children that have developmental disabilities a network for mutual support, exchange of information, and scholarships for children with developmental disabilities to participate in community events; and WHEREAS, members of Parents Connect successfully applied for a grant from King County and is asking the City of Auburn to serve as its fiscal agent; and WHEREAS, the grant does not require a match nor will serving as the fiscal agent for the grant increase by any significant amount the responsibilities and duties routinely performed by City staff. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The City Council of the City of Auburn hereby accepts a grant from King County in the amount of $2,495.00 for the Parents Connect Program. Resolution No. 3819 January 30, 2005 Page 1 r The Mayor and City Clerk of the City of Auburn are authorized to execute the necessary grant agreements with King County for said funds. Section 2. The City of Auburn's Department of Planning and Community Development will administer the grant in accordance with existing City policies for the receipt and disbursement of grant funds. It will be administered using the same administrative procedures used to manage Neighborhood Matching Grants. Section 3. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out directives of this legislation. Section 4. WORK STATEMENT The parties in this Agreement commit to the fOllowing statement of cooperation relating to the mutual goal to promote and support community opportunities for individuals (children and adults) with developmental disabilities who reside with their families and who are enrolled in the developmental disabilities system. The period of performance for this agreement is January 1, 2005 through December 31, 2005 with a total allocation not to exceed ~2.495 from County and/or State funds for the contract period. Of this amount ~1 ,250 are for services rendered January 1, 2005 through June 30, 2005. The remaining amount of ~1,245 will be available only for services rendered July 1, 2005, through December 31, 2005. Funds reserved for services in the first half of 2005 shall not be used for services delivered in the second half of 2005. II. TERMINATION If expected or actual funding is withdrawn, reduced, or limited in any way prior to the termination date set forth in the period of performance, the County may upon written notification to the Agency, terminate this agreement in whole or in part. III. THE AGENCY AGREES TO: Develop and implement community based service projects that benefit individuals (children and adults) with developmental disabilities and their families as stated In .
